Duties

  • Plan and coordinate engineering phases of detailed planning for facilities operation and maintenance performed by construction contract, service contract, hired labor, etc.
  • Responsible for a variety of engineering work related to a considerable number of different basic but established methods, procedures, and techniques.
  • Serve as the technical advisor on all operations, construction, and maintenance activities.
  • Plan for the maintenance and construction work required at an operational Corps of Engineers project including planning, coordinating, inspecting, and administering work of contractors.
  • Investigate, analyze, and recommend courses and methods of action complete with plans, specifications, bills of materials, and cost estimates.
  • Perform field survey work to develop site plans to be used in accomplishment of operations maintenance and construction activities.
  • Prepare for and conduct pre-bid site visits and pre-work conferences.
  • Prepare contract modifications which involve changes or refinements of design changes to meet altered field conditions.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This is a testing designated position. Employee must pass screening for illegal drug use prior to appointment and subsequent periodic drug screening thereafter.
  • May be required to work occasional weekends, and holidays.
  • Must be able to obtain and maintain a Contracting Officer's Representative (COR) Certification.
  • Must be able to obtain and maintain a valid drivers license.
  • This is a Bargaining Unit Position.

Qualifications

This is a Developmental position, it can be filled at the GS-05 (with promotion potential to the GS-06, then to the GS-07, then to the GS-08, then to the GS-09), or, Can be Fill at the Full Performance GS-09.

If selected at the developmental level, non-competitive promotion to the next level may occur when all regulatory requirements are met.

For The GS-5 (or equivalent)

Degree:
Successful completion of a full 4-year course of study leading to a bachelor's degree (a) with major study in an appropriate field of engineering, construction, or industrial technology; or (b) that included at least 24 semester hours in any combination of courses such as those shown above for GS-4 (or equivalent). At least 6 of the 24 semester hours must have been in drafting if the position has been designated by a drafting area of specialization; OR, Certification: Engineering technicians may be certified by the National Institute for Certification in Engineering Technologies, an organization sponsored by the National Society of Professional Engineers. Certification by the Institute will be helpful as a measure of the technician's quality of experience.

Specialized Experience: One year of specialized experience which includes 2 of the following 3 duties: 1) inventorying items in support of contracting activities OR 2) performing facility inspections OR 3) performing minor plumbing, electrical, or maintenance to facilities. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-04).
OR,
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide your semester hours of education beyond two years (total semester hours minus 60) by 60. Add the two percentages.


For the GS-06:
Specialized Experience: One year of specialized experience which includes 2 of the following 3 duties: 1) preparing simple contract documents which include bill of materials OR 2) reviewing work of contractors OR 3) performing minor plumbing, electrical, and maintenance to facilities. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-05)

For the GS-07:
Specialized Experience: One year of specialized experience which includes 1 of the following 2 duties: 1) preparing simple scopes of work for maintenance or construction contracts OR 2) leading others in performing electrical, plumbing, and facility maintenance. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-06).


For the GS-08:
Specialized Experience: One year of specialized experience which includes 2 of the following 3 duties:1) Developing maintenance and construction site plans OR, 2) Performing contract activities such as drafting plans OR coordinating work of contractors; OR, 3) Assisting with site inspections to evaluate contractor work against contract specifications. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07).


For the GS-09:
Specialized Experience: One year of specialized experience which includes 2 of the following 3 duties: 1) Working with contractor representatives to address contract modifications OR, 2) Preparing contract estimates OR 3) Developing operation and maintenance work plans for civil work projects. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-08).
