What are the responsibilities and job description for the Land Surveyor position at U.S. Army Corps of Engineers?
About the Position: This position is a Land Surveyor for USACE, Huntington District, Engineering and Construction Division located in Hinton, WV. You will serve as the District's Professional Land Surveyor (PLS) responsible for the execution of all land surveying work, preparation of Architect Engineer (A/E) task orders, and coordinator for hydrosurvey work.
Position may be filled at the GS-11 or GS-12 grade levels.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Basic Requirement for Land Surveyor:

A. Degree: Bachelor's degree (or higher degree) in land surveying; or civil engineering with a surveying option/emphasis. The civil engineering major must have included at least 6 semester hours of surveying, 3 semester hours of land law, and 21 additional semester hours in any combination of the following: surveying, photogrammetry, geodetic surveying, geodesy, route surveying, remote sensing, cartography, survey astronomy, land information systems, computer-aided mapping, aerial photo interpretation, and survey analysis and adjustments.

B. Combination of Education and Experience: Courses equivalent to a major in land surveying or civil engineering, as described in paragraph A, plus appropriate experience or additional education.
OR
C. Registration: The basic requirements for this series may be fully satisfied by a current registration as a land surveyor in a State, territory, or the District of Columbia obtained by written examination. Such registration must have been obtained under conditions outlined in the National Council of Engineering Examiners (NCEE) Unified Model Law for Registration of Surveyors. Applicants wishing to be considered under this provision must show evidence of registration based on successful completion of the written examinations. Registrations granted prior to adoption of a registration law with qualification requirements equivalent to the NCEE Model Law by the State, territory, or District of Columbia are not acceptable under this option. To be considered equivalent to the NCEE Model law, registration laws must include the four options listed within the NCEE Unified Model Law in the section specifying "General Requirements for Registration" as a Professional Land Surveyor.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience:
[GS-12]: One year of specialized experience which includes providing professional, technical, and administrative expertise for surveying, GIS, and mapping activities; supporting all types of field surveys including hydrographic (flood control and beach surveys), topographic, aerial photogrammetry, property, boundary, cadastral, and demarcation surveys, etc.; experience applying appropriate geodetic datum standards; develop short and long term plans in order to maintain project compliance; preparing technical specifications for contracts; leading on-site inspections.
This definition of specialized experience is typical of work performed at the next lower grade/level or equivalent (GS-11).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job at the GS-12 grade level, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
[GS-11]: One year of specialized experience which includes applying land surveying knowledge, concepts, principles and techniques to conduct land survey projects; utilizing state of the art surveying techniques and Geographic Information System (GIS) technology to remain current; conducting surveys of the highest accuracy, assisting in the preparation of technical specifications for contracts, assisting in conducting on-site inspections.
This definition of specialized experience is typical of work performed at the next lower grade/level or equivalent (GS-09).

Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: land surveying; or civil engineering with a surveying option/emphasis.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
