Duties

This position is located under the Oversight and Compliance Branch in Washington, District of Columbia.

The primary purpose of this position is to serve as Auditor within the Oversight and Compliance Branch, of the Financial Managment Division (FMD), Office of Managment (OM) Directorate.

As a Auditor, GS-0511-12/13, your typical work assignments may include:

Manage and oversee branch internal accounts and practices.
Perform federal audit practices and techniques to review and audit annual CFO Fianacial statements.
Responsible for a variety of complex accounting and auditing services.
Orchestrate the auditing of financial programs, activities and functions.

Responsibilities will increase and assignments will become more complex as your training and experience progresses.

MOBILITY PLAN: New employees hired pursuant to this vacancy announcement must sign a mobility agreement. Qualifications

To qualify for GS-0511- 12/13, candidates must also have at least one year of specialized experience equivalent to the next lower grade level (GS-11/12).

This is a non-bargaining unit position.

Basic Requirement:
Degree: accounting, auditing; or a degree including auditing courses in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law.

or

Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:

Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

Specialized experience is demonstrated experience, which has equipped the applicant with the particular knowledge, skills and abilities to perform successfully the duties of this position. Experience must be in the normal line of progression or must be related to the work of the position advertised and must be reflected in resume. Examples of specialized experience include:

GS-12: Candidates must also have at least one year of specialized experience equivalent to the next lower grade level GS-11.

Assist in research and analyzation of internal and external audit request, AND
Create and present financial management training, AND
Assist management with developing and initiating the process for new financial management training test work.

GS-13: Candidates must also have at least one year of specialized experience equivalent to the next lower grade level GS-12.

Create lessons and audit instructions manuals for organization wide use AND
Disseminate and respond to audit requests in order to keep the workflow moving to increase productivity, AND
Review internal controls and financial records during field visits, AND
Assist program office with tracking audit reviews to ensure accurate documentation exist to prevent fraud, waste and abuse mismanagement.
