This position is being filled under the OPM Government-Wide Direct Hire Authority for Information Technology Management positions for grades GS 9 and above. This serves as a public notice for the use of the Direct Hire Authority in accordance with 5 U.S.C. 3327 and 3330 and 5 CFR 330. This public notice may be used to fill multiple positions as needed; therefore, applicants must meet the qualifications at the time the applications are reviewed.

The duties and responsibilities as an IT Specialist (INFOSEC/PLCYPLN/ENTARCH) GS-2210-14 generally include, but are not limited to the following:

Facilities the IT program acquisition development by, defining program scope, and coordinates an Integrated OCIO IT Master Plan.
Plans, develops, reviews, implements, and maintains hardware and software systems to support the mission.
Reviews IT projects with high complexity or risk, such as agency-wide system integrations that include large-scale enterprise resource planning.
Identifies significant actual and potential cyber security licenses and contracts problems, trends, and weaknesses.
Integrates configuration management, information technology architecture, infrastructure design, and systems integration aspects into IT project plans.
Assists stakeholders in developing long-range plans for IT security systems that anticipate, identify, evaluate, mitigate, and minimize risks associated with IT systems vulnerabilities.
Collaborates with various OCIO components to develop and evaluate security policies, including incident response, identity management, and insider threat prevention and detection.

Qualifications
To qualify for the position of IT Specialist (INFOSEC/PLCYPLN/ENTARCH) at (GS-2210-14), you must meet the basic qualification requirements listed below AND possess the required specialized experience specific to this series and grade.

Basic Qualifications (2210 series):
Attention to Detail - Is thorough when performing work and conscientious about attention to detail.
Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
AND

Specialized Experience: For the GS-14 you must have one year of experience at a level of difficulty and responsibility equivalent to the GS-13 in the Federal service. Specialized Experience is defined as:
Managing or assisting an IT contract management program with experience in areas such as Business Process Re-engineering, Capital Planning and Investment Assessment, Contracting/Procurement, Cost-Benefit Analysis; AND
Applying IT project management principles, methods, concepts, standards, and practices sufficient to accomplish assignments; AND
Providing technical guidance and recommendations to senior management and technical specialists on a wide range of complex IT issues.
