Research, Applied Analytics and Statistics, Data Management Division

The following are the duties of this position at the full working level.

  • Develops national policy and provides expert advice regarding the research, design, development, installation, implementation, testing, debugging, day-to-day operation and maintenance of unique, extremely complex or long-range computer program applications, utilities, and process routines to be run in a high-performance relational database environment. These systems use a combination of micro-/mini-/mainframe CPU's, high performance peripherals, and high-performance software, and high-speed telecommunications including dedicated lines, Intranet, Internet, and bulletin board sub-systems.
  • Serves as the Team Leader/Project Manager for integrating new database, server and networking technologies within the existing SOI IT infrastructure. Responsible for ensuring modified databases and systems meet all established IRS standards and are compliant with guidelines as set forth by the IRM, IRC, Treasury and OMB. Develops Statements of Work (SOW) to contract with outside vendors for consulting and support services when in-house technical resources are not sufficient. Monitors contractors and the deliverables and acts as a liaison between SOI personnel and the vendors.
  • Adjusts workloads among Computer Specialists on the team to ensure timely completion of all projects assigned. When directed, acts for the Chief in his/her absence.
  • Proactively monitors and evaluates database performance and functionality, conducts periodic inspections of application programming code developed by SOI Program Branch Computer Specialists. Provides feedback to users on improving program code and algorithms to enhance application functionality and system performance operating in a production statistical environment.
  • Conceives and independently develops technical designs; identifies systems requirements; validates data sources, interface needs and requirements with other subsystems; develops implementation and postimplementation support procedures; user instructions; and coordinates the evaluation and selection of data management tools required by the developers and users of Statistics of Income studies.

  • This position requires that the successful candidate undergo personnel vetting, which includes a background investigation and enrollment upon onboarding into "Continuous Vetting." Enrollment in Continuous Vetting will result in automated record checks being conducted throughout one's employment with Treasury. The successful candidate will also be enrolled into FBI's Rap Back service, which will allow Treasury to receive notification from the FBI of criminal matters (e.g., arrests, charges, convictions) involving enrolled individuals in near real-time.   • Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency.

Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. Basic Requirement :

Experience must include Information Technology (IT) related experience that demonstrates each of the following four competencies: 1) Attention to Detail, 2) Customer Service, 3) Oral Communication and 4) Problem Solving.

In Addition To Meeting The Basic Requirement Above, To Qualify For This Position You Must Also Meet The Qualification Requirements Listed Below:

You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes: Demonstrated accomplishment of computer project assignments that required a wide range of knowledge of computer requirements and techniques pertinent to the position to be filled. This knowledge is generally demonstrated through assignments that required the ability to analyze a number of alternative approaches in the process of advising management concerning major aspects of IT system design. This would include defining what system interrelationships must be considered, or what operating mode, system software, and/or equipment configuration is most appropriate for a given project. In addition to the above you must meet the requirements below: This experience must include developing logical data models to be translated into workable physical database schema and structures in the database development process; Selecting modeling methodologies and tools (e.g., CASE data modeling products); Generating models that are capable of accommodating new and unanticipated business requirements and processes; and verifying model integrity and existing models. To be qualifying, your experience must be sufficient to demonstrate the ability to: Design, develop and maintain an automated tape library, Storage Area Network (SAN), or the Network Attached Storage (NAS) system that meet current and future business requirements; Perform a wide range of database administration functions, such as running test queries, troubleshooting database problems, maintaining version control of database entities, advising customers on new database features, and leading studies to evaluate the effectiveness of current database methods and procedures.

  • Tour of Duty: Day Shift - Start and stop times between 6:00 a.m. and 6:00 p.m.
