SPECIALIZED EXPERIENCE: GS-13 LEVEL: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes:
MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.
AND
TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. The following are the duties of this position at the full working level.
- Develops final recommendations for space planning and furnishings/equipment arrangements; wall, window, floor and ceiling treatments; sound attenuation; furnishings, fixtures, millwork, color, finishes, hardware; art, accessory, and graphic/signage programs; lighting, electrical and communications requirements.
- Reviews and approves shop drawings and samples to assure they are consistent with design concepts; conducts on-site visits and field inspections; monitors contractors' and suppliers' progress; oversees installation of furnishings, fixtures and equipment; prepares lists of deficiencies for correction.
- Resolves relationship problems and/or conflicts that impede progress; ensures all involved parties work effectively toward timely completion of the project.
- May serve as a project manager on projects of a large scope; monitors the segments of a project assigned to other analysts and oversees the results.
- Provides expert advice and guidance to executives, managers, and other employees on Service-wide interior design initiatives.

- Preparing drawings and documents relative to the design of interior spaces in order to enhance and protect the health, safety, and welfare of the public.
- Coordinating and integrating the mechanical, electrical, and structural engineering disciplines within the interior context.
- Managing projects, developing cost estimates, evaluating bid proposals, reviewing construction documents, participating in on-site construction visits, conducting pre- and post-occupancy evaluations, developing standards for efficient space management, etc.
- Demonstrating, identifying, researching, and creatively solving problems pertaining to the function and quality of the interior environment.
- Performing services relative to interior spaces, including programming, design analysis, space planning and aesthetics, using specialized knowledge of interior construction, building systems and components, building codes, equipment, materials, and furnishings.
