SPECIALIZED EXPERIENCE: GS-11 LEVEL: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-9 grade level in the Federal Service. Specialized experience for this position includes: Experience preparing evaluations for a segment or phase of a broader project or study. Experience using techniques to gather, assemble, and analyze facts, draw conclusions, and devise alternatives. Experience drafting reports and other substantive guidelines and materials. Experience recommending alternatives and/or changes in methods, processes, and techniques to improve program and administrative procedures. Experience performing operational reviews, program evaluations and guidelines pertaining to the effectiveness of program operations. Experience making recommendations and conducting studies of employee/organizational efficiency and productivity. Experience with federal grant management and payment systems, including the ability to input data, extract data via available reports, research specific issues, and download data.

You may substitute education for specialized experience as follows:
A Ph.D. or equivalent doctoral degree in a related field of study at an accredited college or university.

The following are the duties of this position at the full working level.
- Reviews and assesses areas of program operations, office guidelines, procedures, systems, and resource allocations, as well as work outcomes and products. Conducts in-depth analyses of project data, work products and activities, requirements, and impact; identifies trends and system failures; and determines specific problem areas and underlying causes. Develops and recommends solutions and modifications to correct deficiencies, including proposals for policy, programmatic, and procedural changes. Collaborates with LITC Program Office management and staff as needed to implement initiatives to ensure the timeliness, quality, and overall effectiveness of program operations.
- Works with Program Office management and makes recommendations to define the overall goals and objectives of the project. Independently prepares action plans and schedules within the parameters provided for various phases of project accomplishment, both short and long-range; ensures that plans are consistent with program and organizational goals, schedules, and policies.
- Prepares recommendation for resource requirements to accomplish projects, negotiates with managers of various components to obtain needed resources and support, and makes real-time adjustments as needed.
- Establishes a system to review, control, and report on project status. Develops and maintains a local tracking process to ensure that work items are accomplished in accordance with established guidelines. Monitors project status and adjusts work plans for project accomplishment.
- Conducts briefings and prepares comprehensive reports to keep Program Office management advised of project plans and progress and to communicate findings and recommendations. After consultation with the manager, prepares directives, issuances, memoranda, policy statements, and other written guidelines and recommendations relating to the project.
