Qualifications:
Only experience and education obtained by 09/11/2023 will be considered.In order to qualify for this position you must possess the Minimum Qualification.
Minimum Qualification [GS-11]
- One year of specialized experience equivalent to the GS-09 grade level in the Federal service that demonstrates your ability to perform successfully the duties of this position. Examples of specialized experience include: work performed investigating violations of laws and regulations on a wildlife refuge, including laws pertaining to poaching, illegal hunting, or similar wildlife-related activities; preparing investigative case files according to standard operating procedures to ensure they meet legal requirements; reviewing law enforcement regulations, policies or procedures to recommend improvements or clarifications; and delivering presentations or informal talks to the public about the laws, regulations and policies of a wildlife refuge; OR
- A Ph.D. or equivalent graduate degree in any related field: natural resource management, natural sciences, earth sciences, history, archeology, anthropology, park and recreation management, law enforcement/police science, social sciences, museum sciences, business administration, public administration, behavioral sciences, sociology, or other closely related subjects pertinent to the management and protection of natural and cultural resources. OR
- A combination of education and experience as listed above.
Time In Grade Requirement: Applicants must meet both eligibility and qualification requirements for the position of interest by the closing date of the JOA. Specifically,
i. Area of Consideration.
ii. Time-in-grade (TIG) requirements as specified in 5 CFR 300, Subpart F.
iii. Time after competitive appointment as specified in 5 CFR 330.502.
iv. Qualification requirements outlined in OPM's Qualifications Standards for General Schedule Positions or for Federal Wage System (FWS), wage grade positions, applicants are evaluated using the OPM Job Qualification System for Trades and Labor Occupations and the job element examining method
Your SF-50 will be used to confirm you meet all requirements.
The Land Management Workforce Flexibility Act (LMWFA),P.L. 114-47, allows certain individuals who currently or formerly were under time-limited competitive appointments at certain land management agencies to compete under merit promotion procedures.
Note: You must submit ALL SF-50s and performance information for each period of temporary/term employment that qualifies for LMWFA. Performance documentation can be obtained by contacting the supervisors for the positions you served in during your 24 months. If they did not complete performance appraisals ask them to provide a statement of performance for each period of service. The statement must specify the dates for each employment period and your level of performance (dates should match the dates on the SF-50s).

Responsibilities:
As a Land Mangement Law Enforcement Officer your duties will include but are not limited to the following:- Conduct Law Enforcement Investigations throughout the Region.
- Detect, investigate apprehend, detain, arrest, and/or issue citations and prosecute violators of a variety of law enforcement acts, laws, rules, and regulations that have been enacted to insure the protection and safe use of NWRS resources; and ensuring the safety of visitors.
- Plans and provides training to law enforcement personnel on an on-going, seasonal, or collateral basis by developing materials and providing situational and classroom training in law enforcement. May instruct class sessions at the Departmental, Service and Regional levels including in-service law enforcement training, covering such topics as patrol techniques, case preparation, regulation/statute review, defensive tactics and firearms.
- Serve as a lead or senior officer at their duty station. Responsibilities will be delegated in connection with the day-to-day delivery of visitor and resource protection and, as required, directs and/or advises other staff during law enforcement operations, to include permanent full- time and dual-function FWOs and temporary staff in the conduit of law enforcement duties and responsibilities.
- Develop effective working relationships within the Service, and externally, in order to promote the program's goals and objectives to enlist the cooperation and participation of private citizens in alerting authorities to suspicious activity on or around the NWRS lands, or meeting with officials such as those of Federal, State, and local law enforcement agencies to plan and arrange the sharing of resources and support to prevent harm to resources property, visitors, and personnel.
- Coordinate with other Federal and State authorities to conduct specific law enforcement activities on Service lands and to assist those agencies with activities which require Federal law enforcement authority. This may include working along multi-state jurisdictional borders, international borders and extensive coordination and collaboration with agencies to address specific issues and achieve mission goals and objectives.
