Responsibilities
Under the general direction of the Administrative Assistant Manager and Administrative Supervisor, this position provides independent analytical support for payroll, human resources, departmental policy and procedure creation and project management for the Lift Technicians, Mental Health Workers, Patient Transporters, Special Duty Caregivers, Telesitters and Volunteers.
This Analyst plays a crucial role in collecting, structuring, analyzing, and reporting on processes and data. Responsible for independently planning and assisting with the development of departmental policies and procedures. Provides support to the Patient Support Services Leadership team with the processing of employee’s timecards on a biweekly and monthly basis for approximately 300 employees. This includes auditing timecards daily, making corrections, and ensuring the appropriate pay codes are used before final closing. Responsible for tracking all attendance related issues: FMLA, LOA, Tardiness, Sick, Vacation, ESL, PTOP, etc.
This position will also collaborate with UCDHS Payroll office to resolve any payroll issues. Assists department leadership with collecting and analyzing data for departmental bargaining including effects bargaining, grievance, and arbitration meetings. Manage and facilitate projects, define priorities, and action steps, research ideas and plans with stakeholders, draft concept papers, develop timelines and discuss budgets, and make recommendations as appropriate. Aid on matters that are confidential, sensitive, and complex in nature and which require a high level of analytical skill, attention to detail, independent judgment, initiative, and a high degree of professionalism. The incumbent in this position works with various levels of university management. Work involves a high degree of confidentiality.
Required Qualifications
- Bachelor’s degree in related area and/or equivalent experience/training.
- Experience planning and anticipating the need for further action.
- Experience using a range of organizational and time management skills to coordinate and prioritize a diverse, complex workload and to meet competing deadlines in a fast-paced environment with high attention to detail.
- Analytical and problem-solving skills to work with complex information, determine impact, identify risks, evaluate approaches; and develop solutions within the context of priorities, time constraints, and available resources.
- Ability to working with minimal direction from supervisor and take initiative to follow up on projects and /or assignments. Make decision and resolve problems with minimal supervisor, and exercise good judgment with priorities.
- Political acumen and collegial communication skills to interact with persons at all levels of the hierarchy with varying backgrounds, levels of expertise, interest, and personal investment. Ability to be resourceful and diplomatic in facilitating the completion of projects.
- Ability to discern new policies or procedures and revisions of existing for utilization.
- Skills to extract and synthesize information from a variety of sources; ability to determine the level of impact on the Leadership Team’s commitments and responsibility and to translate, define and present that information to the Executive and Directors using sound judgment to make recommendations.
- Mathematical, writing, editing and proofreading skills to produce clear, well-organized information with strict attention to correct grammar, spelling and punctuation.
- Analytical experience and skills to extract and assess data to provide statistical analysis for management review while evaluating complex issues
- and problems to independently develop and apply effective recommendations and solutions.
- Analytical experience and skills to review established policies and procedures, data, and situations for conformance with established guidelines.
- Ability to assist with the development and generation of monthly management reports of personnel data for review by departmental management teams.
- Teaching and communication skills necessary for interactions with department staff and other UC employees as necessary.
- Computer skills to apply various software programs (Microsoft Outlook, MS Exchange, Word, Excel, PowerPoint, and the Internet) to accomplish assignments.
Preferred Qualifications
- Experience working in a healthcare and/or hospital environment.
- Knowledge and understanding of campus-wide offices, administrative contacts, departments and resources.
- Knowledge and understanding of UCDMC/UCDHS/University policies and procedures and Staff Personnel policies and procedures.
