What are the responsibilities and job description for the Disability Management Consultant position at UCLA?
Under the direction of the Employee Disability Management Program Manager and/or Assistant Director of Insurance & Risk Management, incumbent is responsible for providing disability management services to employees with disabilities, case management and consultation services to campus departments on compliance with UC Policies Collective Bargaining Agreements, ADAAA, FEHA, FMLA, CFRA, PDL, Federal Rehabilitation Act 1973, Section 504, California Workers' Compensation laws and on principles and practices of Disability Management. Performs the highest level of analysis on many complex variables requiring knowledge of a wide range of disability and employment related concepts, principles, laws, regulations and campus practices. Responsible for consultation and recommendations on appropriate options such as workstation evaluations, job modification, medical leave of absence, transitional employment, vocational counseling, career testing and assessment, reasonable accommodation, undue hardship analysis, medical separation and referral for related services. Handles highly confidential and sensitive assignments regularly collaborating with campus leadership including Employee & Labor Relations, Academic Personnel, Campus and OGC Legal Counsel, Deans and Assistant Deans, Department Chairs and Administrative Directors.Facilitates the interactive process from the first point of knowledge of an employee with a disability and implements UCLA's Transitional Return to Work (TRTW) program. Promotes alternate employment opportunities for disabled employees in compliance with state and federal employment laws and UC policy/Collective Bargaining agreements and procedure. Performs job search activities, job development, development of job accommodations, and analysis of essential job functions and physical work demands. Supports other EDM return to work activities. Consults and facilitates accommodations for job applicants. Participates in legal case coordination for workers' compensation and civil litigation cases including summary and analysis of disability related employment actions. May testify and be deposed on behalf of UCLA on legal issues related to worker's compensation claims and to civil litigation where the case involves elements of disability, the Interactive Process and/or reasonable accommodations. Interacts and coordinates with different campus offices and departments including staff and academic human resources, labor/employee relations, UCLA & OGC legal, compliance and diversity, EH&S, SFCC, and Ombudsman and with external offices including UC's third party claims administrator, and outside defense attorneys for both workers' compensation and civil cases. Prepares for participation in monthly workers' compensation claims reviews and monitors claims activities of the TPA to assure timely and appropriate services to industrially injured UCLA employees. Provides ongoing guidance and information to the Claims Examiners and W.C. Defense Attorneys on relevant employment issues. Analyzes and makes recommendations in the workers' compensation process in order for UCLA to remain compliant with laws, policies and contracts protecting disabled employees.

A minimum of 6 years of full- time experience in the provision of disability management services and interaction with employees with a disability or a minimum of 6 years of full-time vocational rehabilitation casework. Must have detailed knowledge of Workers' Compensation return to work laws and regulations.
Required
A graduate degree in counseling, vocational rehabilitation, psychology or its equivalent is preferred.
Preferred
Strong working knowledge of State & Federal Labor and Employment laws and regulations affecting employment, retention and confidentiality of employees with disabilities including FEHA, ADA Title I, Federal Rehabilitation Act 73, 504, FMLA, CFRA, PDL, W.C. Labor Code, EEOC Guidelines and reasonable accommodation process. Knowledge of UC policies is preferred.

Current Certified Rehabilitation Counselor (CRCC) or current Certified Disability Management Specialist (CDMS) certification is preferred.
