The Opportunity
Ulteig is currently seeking talented and motivated candidates for a Lead Right-of-Way Specialist to support our Right-of-Way team. This position will be taking on projects in the Iowa and/or Wisconsin area. The Lead Right-of-Way Specialist will assist in leading right-of-way operations and have responsibility for coordinating right of way teams. Project management responsibilities include ensuring that projects are completed within budgetary and time constraints. Review projects for compliance with company policies and standards. Build client and team relationships and ensure a smooth interface with other disciplines within the company. Support the sector goals and objectives, including marketing and business development, team development, industry leadership, and project quality. Responsible for acquisition of land rights, permits, leases, zoning and/or other interests for assigned projects. Provides work direction to less experienced Right of Way Specialists.
What You’ll Do
- Conducts title research and gathers ownership information on projects
- Evaluates documents, plans, plats and maps to obtain right of way details and ownership information
- Coordinates and actively participates in land ownership meetings for acquisition/negotiation activities
- Negotiations with landowners, businesses, and governmental agencies for land rights
- Prepares documents associated with land rights including but not limited to easements, options, permits, minor land descriptions, communication records, data bases and project status reports
- Creates and maintains accurate field notes, reports and databases
- Prepares estimated property market values to assist with land value analysis
- Negotiates and settles damage claims
- Confers with the client, obtaining timely decisions and approvals to ensure the project flows smoothly; alerts the necessary personnel of any changes to proposed alterations in the established budget
- Ensures the maintenance of project compliance with federal, state, local, and corporate regulations/requests
- Meets and/or exceeds project requirements, client expectations, and professional standards
- Oversees and is responsible for various disciplines on the project team, coordinating their efforts, mediating any disagreements, assist the team in making decisions which reflect the best interests of both the company and its clients
- Ensures that all assigned tasks are completed on time and within the established budget
- Responsible for the organization of proposed and existing projects by providing information relevant to the preparation of estimated job hour requirements, schedules, fees, and other contractual agreements
- When necessary, represents the company and its clients at various public meetings
- Responsible for the internal project quality escape process for assigned projects
- Supports the use of new and alternate technologies as deemed appropriate by management
- Actively communicates with clients to ensure we are meeting their needs
- Under the direction of the ROW Supervisor/Technical Manager, training employees, setting and adjusting hours of workload, directing work activities, assist with employee performance as directed, planning and control of budgets
- Work closely with other disciplines on multi-discipline projects
- Complies with all company and client safety standards
- Follows all company policies and procedures.
What We Expect from You
- Has completed courses in real estate principles, communication, surveying, appraisals, real estate law, and principles of right of way or equivalent. High school graduate or equivalent study required.
- Minimum of 4 years of experience in the right of way profession required.
- Notary Public in the state in which they reside and other states that may be applicable.
- Membership in the International Right of Way Association preferred.
- Ability to be licensed as a real estate agent.
- Proven experience in Microsoft Software Applications (Word, Excel, Power Point, Access)
- Effective leadership and management skills.
- Understanding of land principles and practices used in real and personal property transactions.
- Understanding of legal instruments used for executing the transfer, sale, and lease of property.
- Understanding of property acquisition and control laws, regulations, and procedures related to utility construction and right-of-way.
- Knowledge of survey standards and procedures.
- Ability to perform physical work in varied climate types.
- Must possess well-rounded knowledge of commonly-used concepts, practices and procedures.
- Demonstrates excellent verbal/written communications, time management and interpersonal and organizational skills.
- Demonstrates the ability to be organized and work on multiple projects and meet deadlines by setting priorities.
- Must have legal authorization to work permanently in the US.
- Bachelor’s degree in a related field
- A combination of relevant education and experience totaling 5 years may be considered in lieu of the degree requirement
- Has completed courses in real estate principles, appraisals, and principles of right-of-way, real estate law or equivalent preferred
- Minimum of 5 years of progressive work experience preferred
- Membership in the International Right of Way Association (IRWA)
- IRWA - RWP or SR/WA designation a plus
- Notary Public in the state in which they reside and other states that may be applicable
- Expert in the principles of land acquisition and acquiring property rights related to transportation and utility construction and right-of-way
- Proficient in legal instruments used for executing the transfer, sale, and lease of property
- Proven experience in Microsoft Software Applications (Word, Excel and Power Point) and Adobe Acrobat and/or Bluebeam
- Understand/use of GIS, Google Earth or BaseMap web application programs
- Effective leadership and project management skills
- Must possess well-rounded knowledge of commonly used concepts, practices and procedures
- Demonstrates excellent verbal/written communications, time management and interpersonal and organizational skills
- Demonstrates the ability to be organized and work on multiple projects and meet deadlines by setting priorities
- Must have legal authorization to work permanently in the US
- Travel requirements will fluctuate (25% ). Ability to travel up to 50% of time during busier periods
