GENERAL SUMMARY OF POSITION:

Under the general direction of the Managing Director (MD), Clinical Delivery and Informatics Solutions (CDIS), the Deputy Managing Director (DMD), is responsible for providing leadership, direction and guidance in designated clinical operations and support services including sales and business development, consulting, product development, service delivery and evaluation. This position will monitor and address current business issues while providing an environment conducive to innovating and business expansion/development through program development, planning, service delivery and integration of the University’s expertise and competencies within Commonwealth Medicine (CWM)/UMMS. The DMD leads and facilitates the strategic direction of core CDIS business service expansion, consulting, and technical assistance opportunities, across the service continuum and age lifespan, including cross-departmental, collaborative solutions. This position directs and manages major business development and corporate planning projects working closely and continuously within the parameters and direction established by the enterprise-wide strategic plan. The DMD will align new business and operational priorities for CDIS to the goals articulated in the University of Massachusetts Medical School and Commonwealth Medicine strategic plans to ensure the proper allocation of capital, talent and operating expenditures.

MAJOR RESPONSIBILITIES:

  • Lead the CDIS strategic business and tactical operations, which includes the development, implementation and evaluation of CDIS strategy.
  • Lead the development and manage multiple service lines that develops curricula and selects appropriate learning delivery method for trainings for the direct service workforce across the continuum of care.
  • Lead the development and manage products and services aligned under value-based payment programs (Massachusetts Delivery System Reform Incentive Payment (DSRIP), Community Partners, Behavioral Health, MCOs/ACOs.
  • Coordinates and aligns training and education efforts for the enterprise.
  • Cultivate and maintain strong collaborative relationships and communications with enterprise wide leadership and disability, community, Long Term Services and Supports (LTSS), Workforce Collaborative Groups representatives at all levels within the public and private sectors.
  • Work with shared infrastructure divisions within UMMS to assure their involvement in support of the CDIS core business growth in a fashion consistent with the overall goals and objectives of UMMS/CWM.
  • Develop, review and lead new program initiatives in accordance with core business and service line goals and objectives.
  • Work independently to successfully achieve established objectives and deliverables within respective timelines.
  • Initiate and develop relationships with key potential business partners for core business growth.
  • Assign consulting services in key business areas as required.
  • Assure quality objectives are met and maintained within the service line for optimal UMMS contractual relationships and establish indicators to monitor performance with all disability and community services clientele.
  • Develop and implement operational strategies to improve efficiency, maintain quality and maximize revenues/margin.
  • Assure operational resources are established for optimal and necessary service delivery and implementation.
  • Establish linkages with the academic system for cross-departmental projects that leverages service line expertise.
  • Establish infrastructure and products within the CDIS service line to further promote expansion, the development of metrics and analytics across the life span and quality of all related programs.
  • Develop productive working relationships with key clients and engage stakeholder groups to improve the quantity and quality of CDIS solutions and to shape the development of business development strategy.
  • Oversee matrixed, cross-organizational teams providing consulting services for all CDIS opportunities.
  • Establish and maintain strong working relationships with UMMS and other public agencies to foster innovative services and service line expansion in core business.
  • Assure core growth strategy is relevant to the market and related service offerings are the highest level.
  • Report regularly to the MD, CDIS and CWM Executive Leadership.
  • Lead the development of CDIS and population health analytic innovations and reporting.

FINANCIAL AND CONTRACT SERVICES:

  • Drive, manage and lead a business and financial plan to respond to enterprise and unit strategic goals, including performance of unit operations and creating a sustainable financial business model.
  • Oversee operational and fiscal compliance and reporting requirements, including budget development and implementation, across the full range of contract reporting and established financial targets
  • Ensure the continued financial viability of CDIS business lines through sound fiscal management
  • Direct the development, monitoring and analyzing of all labor, operating, and capital expense budgets in assigned areas and assure appropriateness of human and material resource allocations.
  • Participate in the development of long-range planning and specific business and operating plan including identifying and procuring new sources of operating and capital funds.
  • Identify business expansion opportunities, including facing external clients and serving as a senior leader in out of state business expansion.
  • Analyze opportunities for growth in the CDIS and related market segments to drive profitability.
  • Forecast business development opportunities for new markets, including cost structure modeling.
  • Meets the business and fiscal goals of CDIS business lines as evidenced by:
  • Providing financial oversight to all designated product lines
  • Monitoring and participating in budget forecasting
  • Developing and implementing strategic plans that promote the growth in out-of-state revenue generation.
  • Present information and updates to executive leadership as required to ensure CDIS core service line viability.

HUMAN RESOURCES:

  • Assure all CWM workforce development goals and objectives within CDIS service lines are met and maintained.
  • Assure optimal employee relations are instituted to foster quality workplace climate and employee retention.
  • Support professional development of senior staff

REQUIRED QUALIFICATIONS:

  • Master’s degree in business, health services, or health administration, and at least 10 years of experience in increasingly senior managerial and executive positions preferably in health, human services, Disability Services or Long Terms Services and Supports.
  • Strong commitment to public service with an entrepreneurial attitude, balanced with the ability to respect, galvanize, organize and coordinate constituent groups.
  • Proven administrative and management ability in a complex environment, preferably health care or other related service industry.
  • Demonstrated performance in strategic and financial planning and analysis.
  • Demonstrated ability to perform within budgetary constraints delivering a consistently break-even or profitable bottom line.
  • Substantial business development experience, program development and strategic planning experience.
  • Superb ability to interpret market trends including federal initiatives related to identifying business development and new product development ventures
  • Comprehensive experience in understanding scope of service drafting for business and other agreements.
  • Contract writing, contract management, training and public speaking experience necessary.
  • Demonstrated ability working with healthcare professionals, good written, verbal and interpersonal skills.
  • Working knowledge of Microsoft Office Applications
