The contractor personnel shall develop and administer programs and supportive services aimed at positively influencing children and parents before and after abuse or neglect occurs. These will be evaluated by the FAPM.

Key Responsibilities are including but not limited to:

  • Means and methods of obtaining feedback from clients on a predetermined basis.
  • A means to ensure client confidentiality.
  • A written after-action report of major program events, to be submitted to the COR, within
  • The contractor personnel shall assess, plan, develop, implement, and evaluate prevention services for high-risk families, including case management, education, role modeling, client/family advocacy, and consultation.
  • The contractor personnel shall establish a training curriculum plan, which includes the provision of seminars regarding the nature and purpose of the FAP, reporting procedures for suspected cases of child abuse/neglect, dynamics of domestic violence, parenting techniques and resources, and other topics specific to family support (i.e. helping children and families cope with military deployment, parenting a special needs child, single parenting, teen dating violence prevention, relationship enhancement, child abuse training and awareness and etc.).
  • The contractor personnel shall provide practical information, teach appropriate skills for parenting, enhance participants' abilities to nurture and care for infants and small children and serve as a tutor/role model, being proactive in demonstrating tasks to increase the level of parenting competence.
  • The contractor personnel shall serve as facilitator/co-facilitator for the parent to parent and single parent support groups, general support groups, play mornings, couples communication groups, expectant mother groups, 5 Love Language classes, etc.
  • The contractor personnel shall provide direct services to military families designed to promote healthy family interactions, enhance parenting skills, and reduce incidences of initial and recurrent family maltreatment among military families.
  • The contractor personnel shall conduct family-based assessments, to identify familial risk factors; and design and implement goals and objectives for family service plans with performance-based outcomes.
  • The contractor personnel shall analyze and evaluate social assessment data gathered to provide initial treatment planning and provide follow-up services with program participants regarding identified risk factors.
  • The contractor personnel shall develop and maintain relationships with families duringservices to assist them in making appropriate modifications in behaviors which increase family functioning.
  • The contractor personnel shall maintain active liaison with government and nongovernment organizations to assure adequate coordinated treatment services. The contractor personnel shall collaborate with the civilian and military legal, child welfare, and civilian law enforcement agencies regarding child and/or spouse abuse cases and placement of "at risk" families.
  • Provide community liaison and referral services with Community Health Nurse personnel, Kimbrough Ambulatory Care Center, and Maryland Department of Social Services, and Early Childhood Educators and various community service providers.
  • The contractor personnel shall accept routine self-referrals and referrals made by the social workers at the medical treatment facility and other military professionals, performing initial screening, risk assessment, and intervention planning - establishing, implementing, and evaluating intervention strategy in coordination with FAP case manager.
  • The contractor personnel shall develop on a semiannual basis, parent and safety education programs for children.
  • The contractor personnel shall conduct a written census/poll of program participants and conduct needs assessments once per quarter. The census/poll shall document the issues and concerns of program participants the results of which shall be provided to the FAPM at least 10 days prior to the end of the quarter. The needs assessment shall assess the needs of the community.
  • The contractor personnel shall meet at least monthly with the FAPM to discuss aspects of each program/group to include equipment and supplies, guest speakers for support groups as well as any other issues pertinent to the success of the program.
  • The contractor personnel shall develop a marketing, outreach, and command information program in conjunction with the FAPM for distribution to the FGGM community.

Requirements:

  • A bachelor’s degree in social work, Psychology, Sociology, or related social services field
  • Must be a U.S. Citizen
  • At least (1) one year’s experience in the delivery of social services related to family programs. This includes organizing playgroups, training materials, providing group facilitation, providing one on one parenting and classroom instruction
  • Experience or an educational background in planning assistance/intervention programs and initiatives in response to specifically identified community and client needs in the areas of parenting.
  • DoD or Army experience preferred adn T1 NACI clearance.
  • Demonstrated experience with customer service support.
  • Well versed in MS Office Products (Word, PowerPoint, Excel, and Outlook)
  • Required to communicate in English verbally and in writing.
