SUMMARY
Counsel and assist individuals dealing with substance abuse problems, such as alcohol and/or other substances. Provide multi-faceted substance abuse prevention activities for the American Indian community. Provide early intervention treatment opportunities for youth substance abusers and their families. Provide treatment and recovery support services to eligible clients.

ESSENTIAL DUTIES AND RESPONSIBILITIES
Substance Use Disorder Counselor I:
  • Must be willing to learn more about the American Indian culture and attend at least one Cultural Presentation/Training per year.
  • Independently provide Individual and Group counseling to assist clients in overcoming alcohol and drug dependency.
  • Refer clients to other support services as needed, including Residential Treatment and Detox. Provide case management for clients as needed to support their recovery.
  • Provide alcohol/substance abuse prevention activities for the community.
  • Provide youth specific substance abuse prevention and intervention groups.
  • Utilize cultural and traditional activities as part of prevention and intervention services.
  • Collaborate actively with other staff to coordinate substance abuse services, plan special events, and participate in weekly case consultation with other professionals.
  • Maintain electronic client health records in a complete and timely manner, including comprehensive assessments, progress notes, treatment plans, and discharge summaries.
  • Develop treatment program with client to meet their recovery needs; monitor condition of client to evaluate success of therapy and adapt treatment as necessary.
  • Follow all agency, state, and federal guidelines regarding the legal and ethical practices of substance abuse treatment.
  • Attend department meetings and other assigned meetings.
  • Adhere to UIHS Communication Norms and Guiding Principles, accreditation, and compliance standards/guidelines.
  • Maintain a professional, organized, clean working environment by following organizational policies, guidelines, and safety standards.
  • Assist in development of departmental policy, procedures, and quality improvement activities within the clinic as directed.
  • Performs all duties in accordance with the UIHS Mission, Vision and Guiding Principles.

Substance Use Disorder Counselor II:
  • Periodically provide substance abuse presentations, in-services, or other trainings to the community, UIHS staff, and Board.
  • This position may occasionally supervise substance abuse counseling interns or students as needed.

SUPERVISORY RESPONSIBILITIES:
Only Level III has supervisory responsibilities.

QUALIFICATIONS:

EDUCATION/EXPERIENCE:
Educational degrees must be from a US Department of Education accredited school.
Substance Use Disorder Counselor I:
  • Must have high school diploma or equivalent
  • Be enrolled in a Practicum class or have graduated from a formal addiction studies program
  • Registered as a substance abuse counselor intern
  • Registered Alcohol/Drug Technician (RADT)
  • Registration must be from an accredited program approved by the California Department of Alcohol and Drug Programs (ADP)

Substance Use Disorder Counselor II:
In addition to the above-stated duties:
  • Must have two (2) or more years of related experience
  • An A.A degree is preferable
  • Must be Certified Alcohol Drug Counselor Associate (CADCA)
  • Certified Alcohol Drug Counselor I (CADC-I), Certified Alcohol Drug Counselor II (CADC-II), Licensed Advanced Alcohol Drug Counselor (LAADC) is preferable
