United Water Conservation District (UWCD) is a special district that was founded in 1927. The District is responsible for the management, conservation, and enhancement of the water resources of the Santa Clara River Valley and the Oxnard Coastal Plain in Ventura County. District facilities include Santa Felicia Dam, Freeman Diversion facility, groundwater recharge basins, well fields, water treatment facilities and major transmission pipelines.

SUMMARY
Under the supervision of the Environmental Services Manager, this position provides strategic and day-to-day support and oversight of the District’s environmental initiatives and functions, including participation in facilitating and planning of District operations and projects to ensure regulatory compliance and long-term sustainability of District water resources programs. This position acts to mentor, support, and advise department staff in driving project planning, management, and implementation process for large, complex, and technical projects that are highly specialized in the water resource management sector. This is an exempt position.

SUPERVISORY RESPONSIBILITIES
Reporting to the Environmental Services Manager, this position has delegated supervisory responsibility for positions within the Environmental Services Department, including full-time exempt positions, full-time nonexempt positions, and several part-time seasonal positions.

SOME DUTIES MAY INCLUDE:

• Mentor Environmental Services Department staff, including providing direction and leadership to ensure District and departmental goals are met and ensure compliance with District personnel policies.

• Provide technical expertise and guidance during project planning, development, and implementation phase. Prepare project-specific documentation (e.g., regulatory application packages, implementation reports, and associated correspondence).
• Advise District staff, Board of Directors, and executive management on regulatory and technical matters for District projects to ensure that sound science and actual regulatory compliance requirements are informing decisions in support of achieving the District’s mission.
• Represent the District and its mission, policies, and operations as they relate to environmental issues with governmental agencies, various organizations, and the public; facilitate productive working relationships with District staff and representatives of key agencies and organizations.
• Participate in the preparation and implementation of the District’s Environmental Services Department budget, including participating in the overall formulation of the District budget and ensuring that department expenses stay within the budget to the extent possible.

• Advise the District’s development and implementation of a habitat conservation plan for the Freeman Diversion facility to obtain, and comply with, incidental take permits through the federal and state Endangered Species Acts.
• Advise the District’s efforts to comply with the environmental requirements of its FERC license for Santa Felicia dam and associated facilities.
• Guide regulatory (e.g., CEQA, NEPA, ESA, CESA) and permitting (e.g., Clean Water Act,F&G Code 1600, CESA) processes to support the District’s development, implementation, and operation of water resources projects.

• Lead the development and implementation of various studies, plans, and monitoring programs addressing specific environmental issues and regulatory requirements while proactively contributing to accomplishing the mission of the District.
• Assist with District outreach programs and events including giving tours and presentations to various groups.
• Negotiate and manage agreements with consultants hired to assist the District with its compliance with various environmental laws.

Education and Experience:

• At least 8 years of relevant experience with environmental and regulatory matters relevant to the operation of water resource facilities.
• Supervisory experience highly preferred.
• A Bachelor’s degree from an accredited college or university with major course work in a water resources or environmental-related field (water resources, hydrology, biology, ecology, environmental management, geomorphology, fisheries science, aquatic science, etc.)
• A Masters or PhD highly preferred.

Certificates and Licenses

• Possession of a valid California Class C Driver’s License is required upon hire.
