Departmental Overview

The Academic HR Analyst provides a wide range of activities to the academic titles in the EPS/BSL cluster - for which faculty, lecturers and academic coordinators directly benefit. These functions are directly aligned to the research and instructional support for both the faculty, lecturers, researchers and students of the EPS/BSL cluster. Services include, but are not limited to HR administration - including summer sessions, recommending, developing, implementing, administering, coordinating, and/or evaluating EPS Academic Human Resources policies, labor contracts, statutes, programs, and procedures covering one or more of the following: academic recruitment, appointment, and advancement; compensation and salary administration; faculty welfare programs; visa procurement; benefits; payroll; training and development; faculty misconduct; and faculty equity. Incumbent also collaborates with the Unit Manager on position tracking, budgets, tracking and shepherding Berkeley Regional Services (BRS) requests.

Responsibilities

Under general supervision provides advice and guidance on documented faculty or other academic staff compensation programs, academic personnel policies and procedures.
Determines and assembles materials for academic review cases. Working directly with the EPS Department Chair or BSL Director, incumbent is responsible for preparation of all Senate and non-senate academic personnel actions, including faculty and lecturer appointments, recruitments, recalls, promotions, merits, lecturer teaching assessments, and academic coordinator appointments/merits. In direct consultation with Manager and Chair, sets deadlines for submission of case material for notifications, candidate's initial submission, committee reports, outside letters, academic coordinator reviews and Department/Chair recommendation letters for timely submission to Dean's office or lecturer career progression schedule. Under Manager's supervision and using department template letters distributes notices to candidates under review and routes materials to and from review participants enforcing the Fairness Safeguard for candidates at all stages. Creates and maintains candidates' files whether in paper files, APBears profiles or in APRecruit.
Monitors faculty and lecturer career progression and keeps Chair apprised of L&S and University academic deadlines, policies and regulations. Acts as a resource on policy and procedures affecting academic and Unit 18 appointments. Analyzes and interprets University or campus-wide policy and procedural changes and their impact. Designs and maintains procedures for documenting academic personnel activity.
Provides high-level, confidential support and analyses to the units in all areas of academic personnel and hiring. Maintains thorough knowledge of policies, procedures and practices for two distinct units and is responsible for complying with critical deadlines.
Supports faculty search committees.
For academic searches provides Chair and committees support on drafting of search plans and search reports, places advertisements in approved sources, maintains and tracks applications consistent with the reporting of UC Affirmative Action policies; sets committee access to applications and APBears cases, works with EPS staff to make travel and lodging arrangement's for finalist's travel when necessary and works closely on visa issues with Berkeley Regional Services and/or the Berkeley International Office. Serves as the liaison with other departments with whom there are shared faculty members, and works closely with those departments in the preparation of personnel cases. Routes or makes available candidate publications to committees.
Provides non-complex staff support to faculty review committees or chair referencing APO and OFEW policies and procedures.
Under general supervision provides advice and guidance on documented faculty or other academic staff compensation programs, academic personnel policies and procedures. Maintains and tracks sabbatical credits. Under guidance from manager counsels faculty and other academic staff concerning work-related problems, work-eligibility (visa) matters such as J-1 and H-1B processing, and benefits considerations. Learns Academic HR concepts, policies, and procedures by providing assistance with recruiting, wage and salary administration, and training.
Responsible for the preparation of all employment forms for academic employees (all faculty, lecturers, and academic coordinators).
Determines eligibility for such employment and interprets and advises faculty, lecturers, staff and students on University and Unit 18 contracts regarding employment. Liaisons with Berkeley Regional Services as instructed.
Manages the accountability and stewardship of campus human resources in compliance with departmental and campus wide goals and objectives. Provides guidance on compensation programs, personnel policies, and procedures.
Responsible for keeping current of all University rules and regulations changes as they pertain to faculty, lecturer and academic coordinator appointments, in order to advise Manager of any changes as they relate to all appointments.
Researches and resolves issues and discrepancies. Works closely with department manager in UCPath position management. Requests hiring, termination actions, and all adjustment pay through Campus Shared Services.
Responsible for the employment separation process and leaves for academic appointments. Works with the department manager on developing and maintaining TAS budgets.
Reconciles academic salaries for senate faculty on department funds. Determines budgetary needs for visiting faculty and lecturers via the EPS Chair in the curriculum planning process, sabbatical leave plans and/or other leaves.
Required Qualifications

Analytical skills to conduct analysis and develop recommendations to Chairs / unit management.
Demonstrated organization, problem solving, and communication skills.
Solid communication and interpersonal skills to communicate effective with all levels of staff both verbally and in writing.
Solid organizational skills and ability to multi-task with demanding timeframes.
Ability to use discretion and maintain all confidentiality, using sound judgment in responding to issues and concerns.
Bachelor's degree in related area and / or equivalent experience / training.

Preferred Qualifications

Basic knowledge of and/or ability to apply / interpret organization and college policies and procedures which govern academic HR.
Knowledge of (or can quickly learn) organization, college and departmental formal and informal policies and procedures and understanding of variances to stated policies.
Knowledge of human resources management systems and other related business software programs and systems.
Knowledge of unit academic culture and educational goals of discipline(s) served.
