Departmental Overview

The Department of Civil and Environmental Engineering (CEE) has fifty full-time faculty members and twenty-two staff dedicated to the education of more than 400 undergraduate students and 360 graduate students. The education in the department prepares students for leadership in the profession of civil and environmental engineering. Career opportunities are very strong because of the many pressing needs to improve and expand the infrastructure and protect the environment. Approximately one-quarter of our undergraduates pursue graduate education, one of the highest proportions in the College of Engineering.

The CEE laboratories for teaching and research are among the best in the nation, providing opportunities for hands-on experience for all students.

This position serves as the primary undergraduate student services advisor for CEE. The incumbent functions independently with a minimum of supervision and must be able to solve complex and unprecedented problems. This position is expected to make decisions and recommendations to the Vice Chair and Chair autonomously and proactively. The incumbent administers all operational aspects of the undergraduate academic program, providing expertise and guidance on policy to faculty, students, and staff, also serving as the main point of contact for individuals, groups, and organizations outside the University.

The position oversees all undergraduate activities such as student advising, admission, and recruitment including diversity recruitment and retention. The position is responsible for the administration of student records, undergraduate curriculum and scheduling, faculty teaching histories, and departmental undergraduate fellowships.

The position may supervise non-academic student employees. The position will interact closely with the CEE department team, College of Engineering Student Services, and central campus undergraduate affairs units.

Responsibilities

40% Academic Advising

Independently advises students and faculty on CEE and Engineering Science requirements for degree/program completion, reviews student progress, and works with students with progression problems. Determines strategies to ensure students' academic success and enhance student experience. Advises Vice Chair and Chair on a variety of student issues and concerns, including strategic planning, curriculum plans, and identifying systemic problems and their solutions.
Acts as an information resource, consultant, and often confidante to the 400 students, many of whom are underrepresented minorities and international students. Makes decisions and recommendations autonomously and proactively. Interacts closely with the department team, Engineering Student Services, and other undergraduate affairs units across campus. Interprets campus policies for faculty and student on conduct, grievance, disputes and issues regarding discrimination.
Recommends changes in department policy and strategic planning in areas such as admissions, enrollments, and curriculum based on analysis and assessment of current trends and policies.
Independently organizes undergraduate students to provide a diverse and engaged community. Assists students with event planning and development of academic support, especially for at-risk students, using graduate student mentorship and Chi Epsilon tutoring.
Serves as liaison between department and students; facilitates communication between student leadership and chair; apprises students of department policies and procedures. Works with the eight student competition teams to facilitate team travel and risk assessment issues associated with their competitions.
Independently advises undergraduate joint fundraising committee on its effort to raise over $70,000 annually. Supervises the organization of competitions on campus, hosting approximately 1,000 students from US and international universities.
Promotes and expands the department's Study Abroad program, determining course equivalencies with faculty and assisting students to integrate study abroad experiences into their academic plans. Work with UC Education Abroad Office to identify appropriate educational opportunities for civil engineering students and facilitate approval of courses.
Monitors department Web site relative to undergraduate admissions and advising matters, updating information in a timely manner Coordinates department updates to the College of Engineering Undergraduate Guide and the Berkeley Academic Guide.
30% Program Administration

Recommends improvements to the undergraduate programs to the Undergraduate Curriculum Committee and Vice Chair. Advises committee on complex curricular issues and recommends courses of action when new courses and programs are introduced; analyzes the consequences of academic policies and recommends new or changes in policies; recommends solutions to complex problems without precedent. In conjunction with faculty and College staff, plans, develops, and administers specialized and complex programs and projects that are designed to enhance students' experience and success, such as the department's Undergraduate Research Opportunity Program, the CEE Scholars program (for at-risk students), GLOBE, the CE M.E.T. program and the Mills 3 2 program. Coordinates program efforts within the department, with other departments across campus and with other universities and colleges; advises students/staff/faculty regarding selection of students; tracks student progress and success, ensuring availability of classes and resources for successful completion of programs. Facilitates new course approval and curriculum revisions through interaction with the Committee on Courses and Instruction, the College and the Academic Senate.
For all undergraduate sub-programs, including the 3 undergraduate minors and 1 professional certificate, approves applications, tracks student progress and administers awards, minor, and/or certificate at completion of studies.
Supports the Chair in the ABET accreditation process.
20% Course Scheduling, Enrollment and E-Grades

Independently and primarily responsible for all duties associated with CEE and Engineering Science curriculum. Devises curriculum planning in collaboration with the department chair, faculty, and with other departments, to ensure students' progress through course sequences, avoiding conflicts, and ensuring compliance with campus-wide policies. Works with other departments and colleges to set up and manage the numerous cross-listed and room-shared courses. Expertly uses the Student Information System as primary enrollment manager; devises solutions to classroom space and scheduling problems, taking into account the curriculum needs of students, their specialty programs, the needs of faculty and campus, and available options.
Provides up to date enrollment data to Director of Student Services, Voce Chairs, and Chair in the formation of TAS budgets and ASE hiring plans.
Advises faculty on DSP policy and allocates department space for DSP accommodations.
Administers student-run DeCal classes.
5% Recruitment, Admissions, and Career Planning

As a member of the Undergraduate Outreach Committee, assists in developing and implementing outreach programs to community college advisors, community college students, undeclared students within the University, as well as prospective undergraduates and their families. Monitors trends in admissions and matriculation of students.
Autonomously advises prospective applicants on necessary academic preparation; appropriateness of program as it pertains to the prospective applicant's goals; plans and implements complex, high-visibility student events, such as commencement, Cal Day, Community College Day, miscellaneous informational workshops for students. Participates actively in College recruitment and orientation programs.
Advise students on the job market and the job standards specific to the student's career interests. Works independently with the Career Center. Coordinates organization of job fairs, company info sessions and on-campus interviews. Identifies and cultivates potential employers and donors.
5% Financial Aid

Oversees the administration, evaluation, and awarding of departmental undergraduate student fellowships, grants, scholarships, and other awards; advises students on financial aid options on campus and extra-mural fellowship opportunities. Recommends award dispersal to Vice Chair and Chair. Oversees the funds allocated to the undergraduate programs for special programs. Supports Vice Chair annual TAS request.
Required Qualifications

Bachelors degree in related area and/or equivalent experience/training.
Advanced knowledge of advising and counseling techniques.
Skills in monitoring/assessing people, processes or services, to make improvements and resolve complex problems.
Skills in social perceptiveness, persuasion and leadership. Experience with conflict management and personal and academic crisis intervention.
Ability in problem identification and reasoning, and ability to develop original ideas to improve student experience and success.
Project management.
In-depth knowledge of the field's post-degree employment opportunities and practices.
Multicultural competencies; ability to work with diverse populations.
Preferred Qualifications

Knowledge of University-specific computer application programs.
Extensive knowledge of university and college regulations and policies.
Knowledge of University and departmental principles and procedures involved in risk assessment and evaluating risks as to likelihood and consequences.
Salary & Benefits

The salary range for this position is $67,000 to $93,100 annually, commensurate with experience. This is a 100% FTE career appointment.
