DEPARTMENT OVERVIEW
The Systemwide Office of Civil Rights is the central office that provides direction and support for issues around protecting civil rights at the university's 10 campuses, medical centers, the national laboratories as well as the Office of the President. This umbrella office has three sub-units devoted to various civil rights protections: Systemwide Title IX Office, Systemwide Anti-Discrimination Office, and the Systemwide Disability Rights Office. The role of the umbrella office is to ensure consistent interpretation and implementation of the university policies that are housed in the sub-units. These policies include the UC Sexual Violence and Sexual Harassment Policy (SVSH) and the Systemwide Anti-Discrimination Policy. This office assists in implementing systemwide initiatives and best practices in discrimination and harassment prevention and response. The office also provides investigative support and helps to develop and deliver education and training to campus offices and other university partners involved in preventing and responding to harassment, discrimination, and retaliation.
POSITION SUMMARY
The Executive Director, Systemwide Office of Civil Rights provides critical leadership across the UC for the protection of civil rights. The Executive Director uses outstanding relationship-building and communication skills to develop and provide direction and expertise to departments, projects, and work assignments. The Executive Director provides guidance to ensure consistent policy interpretation and implementation across UC's policies related to protecting civil rights, co-supervises and directs all local civil rights offices and is recognized as an influential and knowledgeable leader. The Executive Director makes final decisions for the organization and ensures achievement of objectives, including decisions that will have a serious impact on the overall success of the organization. The position provides reports and briefings on civil rights protections to the President, and as required, to the Regents. The Executive Director also represents UCOP across the University of California and at state and national levels. The position reports directly to the UC President and is located at the UC Office of the President in Oakland, California.
Responsibilities
50% Systemwide Civil Rights Strategy, Compliance, Policy:
- Provides leadership to UC Systemwide Office of Civil Rights (SOCR) and across the UC system, including strategic direction for the central office and systemwide civil rights protections.
- Oversees Systemwide Title IX Office, Systemwide Anti-Discrimination Office, and Systemwide Disability Rights Office.
- Develops and maintains effective communication and coordination within SOCR and various internal and external stakeholder groups.
- Collaborates with other systemwide offices to discuss civil rights issues across the system. These offices may include Graduate, Undergraduate and Equity Affairs (GUEA), Academic Personnel and Programs, and Systemwide Human Resources.
- Initiates and maintains regular contact with campus, department, and individual civil rights umbrella offices on policy consistency, updates, and implementation guidance.
- Represents UC internally with the Board of Regents, Chancellors, Academic Senate, and other senior leadership as well as at the local, state, and national level, including the U.S. Department of Health & Human Services - Office for Civil Rights and the California Civil Rights Department.
- In close coordination with Systemwide Human Resources and Academic Personnel and Programs, ensures consistent interpretation and implementation of UC's civil rights policies, including the UC Sexual Violence and Sexual Harassment Policy and the UC Systemwide Anti-Discrimination Policy.
- Reviews applicable UC policies regularly and recommend revisions/updates.
- Oversees interaction between and across applicable UC policies and units.
- Establishes trusted partnerships with UC locations to coordinate effective responses to potential civil rights violations.
- Maintains knowledge and understanding of the legal and regulatory landscape for civil rights, including shifts in state and federal policies and changing case law.
- Hires/oversees/supervises personnel in SOCR. Provides information, context, and training as needed. Conduct or contribute to annual performance reviews.
- Advises all levels of the leadership on civil rights compliance and systemwide objectives. Serves as systemwide expert on all program, policy, and legal issues.
- Partners with the UC Health enterprise to strengthen harassment and discrimination prevention, detection and response in the clinical setting.
25% Civil Rights and Related Data Management:
- Oversees analysis of systemwide data to identify trends and systemic issues and implements appropriate responses.
- Coordinates systemwide review of campus reports.
- Develops assessment tools and metrics for program reporting as required by law and university objectives.
- Oversees administration of systemwide case management system for documenting campus and location harassment, discrimination, and retaliation reports and response.
- Liaises with federal and state government relations offices and lawmakers on relevant regulations and legislation.
25% Leadership and Communication:
- Serves as subject matter expert on civil rights issues and activities, including with media.
- Develops communications, publications and web content as necessary.
- Disseminates for systemwide implementation legal, policy and procedure updates.
Required Qualifications
- Minimum of 10 years of experience with 5 years progressive management experience as a civil rights officer or comparable experience in higher education.
- Advanced knowledge and expertise in civil rights law, including Title VI, Title VII, Title IX, and the Americans with Disabilities Act (ADA).
- Demonstrated commitment to the principles of diversity, equity, and inclusion.
- Ability to lead diversity, equity, and inclusion efforts across multiple campuses.
- Record of building and leading successful offices and/or teams addressing civil rights complaints.
- Experience in leading civil rights investigations, legal compliance, and administration of policy.
- Advanced knowledge of the legal and regulatory landscape for civil rights laws.
- Demonstrated ability to work within a large, complex organization.
- Demonstrated ability to build partnerships with key stakeholder groups, work with national, state, and local governments, agencies, and organizations.
- Advanced knowledge of the compliance and ethics profession, theories, and standards.
- Demonstrated ability to communicate, both verbally and in writing, complex findings, and recommendations in a clear and concise manner to a variety of audiences and stakeholder groups.
- Excellent interpersonal skills including negotiation, consultation, and communication skills across a wide variety of audiences for different areas of civil rights program development and compliance.
- Excellent ability to synthesize, convey and explain information to individuals of all levels of the organization.
- Extensive knowledge of civil rights compliance and policies, best practices, and systems; human and other resource planning, analytical and comprehensive project management skills.
- Ability to work independently and within a team environment.
- Ability to work as a leader in a collaborative environment, to exercise good judgment, and bring about consensus on sensitive and politically-charged issues.
- Ability to manage and develop professional staff, including local officers/staff and campus locations.
Preferred Qualifications
- Familiarity with the University of California processes, protocols, and procedures.

- Bachelor's degree in related area and / or equivalent experience / training
- Law degree (J.D.) or equivalent experience / training.
SPECIAL CONDITIONS
This position is based in Oakland with a hybrid work schedule. The selected candidate must reside in or be willing to relocate to California and will be required to report to work onsite in Oakland, as business needs dictate.
Travel Requirement: Approximately 25 - 30% of time spent traveling for business purposes.

Full Salary Range: $186,300 - $382,500
The University of California, Office of the President, is required to provide a reasonable estimate of the compensation range for this role. This range takes into account the wide range of factors that are considered in making compensation decisions including but not limited to experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. It is not typical for an individual to be offered a salary at or near the top of the range for a position. Salary offers are determined based on final candidate qualifications and experience. The full salary range shows the growth potential for this position and the pay scale is the budgeted salary or hourly range that the University reasonably expects to pay for this position.
