Job Summary

The Contracts & Grants Writer/Analyst uses skills as a seasoned grant administrator to independently develop and/or oversee non-research grant proposals, awards, and/or transactions related to contract and grant management and maintains contract and grant records in compliance with institutional sponsor policies. This position primarily focuses on government grants available for infrastructure needs, sustainability projects (water and energy conservation and reclamation, transportation, carbon emissions reduction, etc.) wildfire protection and/or other security types of work. Works on proposals and awards of diverse scope where analysis of data requires thorough understanding of complex regulations. Completes and approves transactions for signature by manager or other authorized institutional official. Works on complex proposals and awards that may involve program managers and/or multiple subawards. Typically works on grants and contracts which require task budgets, option years, multiple investigators and multiple subawards. The incumbent is responsible for grant requirements, including application, cost estimate and/or engineer's estimate and/or budget proposal, benefit-cost analysis (BCA), and all required agreements and reviews. Completes any required forecasts, budget analyses and reports of activities.

The Contracts & Grants Writer/Analyst uses contract administration skills and experience to draft and issue complex or customized contracts in the areas of business contracts, revenue-generating contracts, and real estate contracts. Aids in the interpretation of contract language and guidance from University policies and procedures. Demonstrated good judgment in selection methods and techniques for obtaining solutions. As an experienced professional, applies needed analysis in support of transactions and decision-making efforts in their specialty area. Completes financial analyses to evaluate decisions. Completes any required forecasts, budget analyses and reports of activities.

Department Description

The mission of Campus Life Services (CLS) is to "make life better here" for those who work, learn, teach, discover, and visit UCSF. CLS is a customer service division, providing needed services on all UCSF campus sites and delivering these services with PRIDE: Professionalism, Respect, Integrity, Diversity, and Excellence. CLS is comprised of self-supporting, revenue-generating departments as well as departments funded predominately by general funds. This unit assists campus units with non-research sustainability-related grant proposal development, submittals, pre- and post-award processes and grant management for CLS, other FAS departments and UCSFH as needed. Under the direction of the Associate Vice Chancellor of Campus Life Services and/or Sustainability Director, the unit ensures all business contract and external grant projects support the primary mission of the campus as well as its strategic priorities and objectives relevant to Sustainability.

Required Qualifications

  • Bachelor's degree in related area and/or equivalent experience/training
  • 3 years of related experience
  • Thorough understanding of grant administration guidelines of Federal and non-Federal sponsors supporting infrastructure and other operational campus functions and programs; knowledge of grant application criteria, various funding mechanisms and sources including grants, contracts, subcontracts, and cooperative agreements, preferably in a University environment
  • Ability to research, write and submit funding proposals in a clear, concise and compelling manner to government, foundation and other funding entities
  • Experience with writing and working with organizational staff on professional writing, proposal writing, and/or other applicable products and demonstrated strong interpersonal communication skills (written and oral) to work effectively with a broad range of staff
  • Knowledge of current compliance regulations in all areas of grants and contracts administration. Maintains knowledge of and ability to interpret and apply sponsor, institutional and departmental policies
  • Knowledge of contracting principles and practices, methods and procedures used in competitive procurement, including value analysis, and source selection techniques
  • Demonstrated knowledge of economic and general accounting principles and practices
  • Ability to maintain independent judgment
  • Customer service focus with the ability to engage with broad and diverse constituencies
  • Ability to interpret policy for others
  • Strong organizational skills with the ability to prioritize and perform multiple tasks with accuracy and attention to detail, while meeting firm deadlines
  • Excellent project management skills, and ability to successfully support and manage concurrent projects
  • Proficient with Microsoft Office applications (Word, Excel, PowerPoint, etc.), video conferencing and Google Suite
  • Knowledge of contracting principles and practices, methods and procedures used in competitive procurement, including value analysis, and source selection techniques
  • Excellent oral communication skills

Preferred Qualifications

  • Ability to effectively resolve legal, financial, and contractual issues and disputes
  • Excellent interpersonal skills, including tact, diplomacy, and flexibility to interact and maintain working relationships
  • Basic understanding of non-profit, government, and private grants and interface with the Office of Sponsored Research
  • Strong computer skills, including production of complex legal contracts, as well as analyses including spreadsheets, databases and modeling applications, specifically for financial feasibility analysis, operating budget performance analysis and database
  • Demonstrated knowledge of economic and general accounting principles and practices
  • Excellent written communication skills, including the ability to compile data and information, produce reports, draft formal documents, and write correspondence
  • Knowledge of and background in university operational fields associated with infrastructure development, sustainability, wildfire prevention, sustainable transportation and other related topics
  • Familiarity with human resource, financial, and procurement software such as PeopleSoft, Transcepta, Sciquest
  • Knowledge of contract law, the California Public Contract Code, Inflation Reduction Act direct pay
  • Basic understanding of risk management, seismic, fire and other life safety and ADA compliance issues.
  • Knowledge of the University's Business and Finance Bulletins and other relevant rules, guidelines, policies and practices
  • Knowledge of the organization, including its infrastructure, goals, mission, rules, policies, guidelines, etc.
