Duties and Responsibilities
1. * Researches and interprets applicable laws, rules, regulations, and policies related to research and other administrative matters and makes effective recommendations to VPRS/AVPRS, research administrators, faculty, management, and other UH Manoa personnel, of the impact on operations.
2. *Serves as Manoa's Subject Matter Expert on research operations with knowledge of contracting, procurement, and staffing to ensure compliance by Manoa research programs for OVPRS.
3. *Analyzes staffing and other operational requirements for Manoa sponsored research programs and assist with establishing necessary infrastructure and requirements to meet federal, state, and external auditable requirements.
4. *Provides definitive interpretation of UH policies and procedures on behalf of the VPRS/AVPRS; exercise expert judgment while advising Manoa researchers/staff on matters that require technical and operational direction, matters involving difficult problems, and provide sound management advice.
5. *Serves as interpreter of UH policies and procedures for OVPRS, Manoa faculty and staff; coordinates training workshops/sessions on new policies as necessary.
6. *Analyzes and reviews programs and procedures for establishment of new research initiatives to ensure compliance with federal and state laws, rules, regulations, as well as UH policies and procedures.
7. *Establishes and maintains productive relationships with UH leadership, external funding agencies, and the UH Manoa research community; represents the VPRS/AVPRS to the Manoa research community.
8. *Supports the VPRS/AVPRS with facilitating the execution and coordination of directives and initiatives affecting all Manoa units and programs.
9. *Assists the VPRS/AVPRS in developing and establishing governing policies, program planning, and assessment initiatives for new and enhanced research goals beneficial to UH Manoa.
10. *Provides VPRS/AVPRS with creativity, foresight, and technical and administrative knowledge in solving problems, determining program objectives and requirements, organizing projects, developing standards, and guiding the work of others.
11. *Provides analyses on all matters related to RTRF allocation.
12. *Reviews and assesses institutional research agreements between UH Manoa and partner institutions and advises VPRS and campus units accordingly.
13. *Assist with research related logistical requirements for facilities and shared resources on the UH Manoa campus.
14. *Serves as administrative liaison with other UH Manoa and UH System-wide offices.
15. Other duties as assigned.

Minimum Qualifications
1. Possession of a baccalaureate degree from an accredited university or college of recognized standing in Business Administration, Engineering and Technology, Natural Sciences or related field, and 10 years of progressively responsible professional experience with responsibilities for developing and managing projects, including direct responsibility for program development in an academic setting; or equivalent education/training or experience.
2. Extensive knowledge of innovative and state-of-the-art principles, concepts and principles, emerging theories, the current federal and state laws and associated rules, regulations and interpretations and systems associated with developing and managing projects.
3. Demonstrated ability to develop short- and long-term action plans, understand problems from a broad perspective, use unconventional reasoning to discern broad underlying principles and issues when problem solving.
4. Demonstrated written and verbal mastery in presenting ideas, theories, issues and models clearly and accurately using persuasion and negotiation to build consensus and cooperation and provide long-term direction and leadership.
5. Demonstrated ability to establish and maintain effective working relationships with internal and external organizations, groups, and individuals.
6. Demonstrated ability to operate a personal computer and apply word processing software.
7. For supervisory work, demonstrated ability to lead subordinates, manage work priorities and projects, and manage employee relations.
8. Demonstrated ability to develop short- and long-term plans of actions, understand problems from a broad perspective and use conventional and unconventional reasoning to discern underlying principles and issues to create innovative solutions.
9. Strong project management and organizational skills with attention to fine details and commitment to quality.
10. Demonstrated ability to function effectively as a member of a team in a dynamic and exciting work environment.
11. Exceptional interpersonal, oral presentation and written communication skills.
Desirable Qualifications
1. Advanced degree in Business Administration, Education, Law, or related relevant field.
2. Experience participating in the development of research-focused grant applications.
3. Knowledge of UH/RCUH policies and procedures.
4. Familiarity with cost principles, procurement rules, UH policies and procedures governing proper management of grants, contracts, and/or other agreements.
