Position Summary:
The Assistant Director for Office of Sponsored Programs Operations (AD OSPO) is responsible for policy and process oversight to ensure compliance in submission and administration of all sponsored projects for the University of Idaho, averaging $200-$300M per fiscal year in proposals and approximately $80-125M million in awards. This position ensures the Sponsored Operations Unit has the training and resources necessary to perform their assigned duties by monitoring federal and sponsor policy changes and working to design internal processes and procedures to comply with those changes while balancing administrative burden. This position provides strategic management of efficiency implementation and acts as a conduit between the teams. This position establishes priorities, agendas, and goals in support of the Office of Research and Economic Development's (ORED's) and the university's strategic plans. This position provides financial and administrative compliance advice and guidance to faculty and staff on sponsored projects and disseminates information on research administration policy and procedural changes via formal training creation and presentation. This position represents the Office of Sponsored Programs (OSP) by interacting with constituents, sponsors, and stakeholders to mitigate compliance risks while advancing the university mission.

Duties may include:
  • Mentor and direct department personnel
  • Lead strategic planning for the unit
  • Serve as a liaison to sponsor contacts for confidential or highly sensitive administrative questions and issues
  • Provide assistance, interpretation, guidance and training to constituents
  • Act as delegated authorized organizational representative when appropriate
  • Conduct unit compliance audits and assess risk within findings to ensure appropriate internal controls
  • Update and maintain sponsored project-related university policy and procedures
  • Serve as a resource for team leads as they analyze proposal materials for compliance
  • Conduct research and analysis of new and existing agency requirements; implement changes to university policy as needed to maintain compliance
  • Address proposal submission and funding compliance risks; build and implement processes and procedures to mitigate risk
  • Create and update process documentation for Sponsored Operations unit
  • Utilize internal and external resources to implement and deliver tracked training in research administration for faculty and staff at the University of Idaho
  • Solicit training feedback and utilize feedback to improve course offerings, content development and topic selections
  • Maintain records and metrics data and utilize data to plan for volume trends and staffing needs
  • Organize, prioritize, and plan workload to meet deadlines and goals
  • Create and track progress on OSP goals in conjunction with university initiatives, ORED goals and university strategic plan goals
  • Perform special projects as assigned
  • Other duties as assigned






Minimum Qualifications:
  • High School Diploma or equivalent




  • Four years of experience in research administration in a university or funding agency setting
  • Three years of experience in proposal and budget development with various funding agencies, including experience interpreting, applying and explaining financial stewardship policies, procedures, rules and regulations and translating complex technical concepts into clear language for general audiences
  • Using spreadsheet software to compile, summarize and analyze financial data
  • Analyzing information from a variety of sources, identifying problems, defining alternatives, and implementing solution recommendations
  • Developing, recommending and evaluating unit procedures and policies and implementing changes when warranted
  • Working independently and with limited supervision






Preferred Qualifications:
  • Bachelors degree
  • Certified Research Administrator or Certified Financial Research Administrator
  • Six or more years of experience in a sponsored programs-related support position either pre- or post-award, doing work related to compliance with the regulatory principles that govern sponsored funding, preferably at an institution of higher education, non-profit or federal entity
  • Experience supervising the work of others, including leading project teams to accomplish shared goals
  • Experience establishing and maintaining effective working relationships with students, faculty, staff, administrators, and public, private, and governmental offices and agencies
  • Experience with policy development and implementation
  • Experience serving as a liaison between internal and external entities and individuals to coordinate activities and resolve high-risk issues
  • Experience using the Banner database system, specifically the finance and human resource modules
  • Experience working in a customer service-oriented team environment to accomplish shared goals
  • Experience applying change-management principles and processes
