Overview
POSITION SUMMARY:
Under the general direction of the Director or designee, the Project Manager III – MHE will identify and strategize opportunities. This position is responsible for developing and overseeing collaborative projects in the department. Manages cross departmental projects and serves as a mentor and guide to other staff.
The Project Manager III-MHE will be assigned to work in a full-time embedded capacity at MassHealth within the Office of Long-Term Services and Supports (OLTSS). Under the general direction of the CWM Director or designee, the Project Manager will provide support to members of the OLTSS Program, Planning and Development Team, which provides consulting and project management support to OLTSS programs. The consulting support may include managing contracted vendors, implementing systems, developing policy, federal reporting. providing financial or data analytics, supporting stakeholder groups and assisting with procurement activities. This role often serves as a liaison between OLTSS program teams and other MassHealth or EOHHS groups including legal, IT and other program areas.

Smart, curious, self-motivated individuals with an interest in data analysis and policy and program analysis, and preferably having prior exposure to health care policy, program implementation, project management, and government are encouraged to apply.
Responsibilities
ESSENTIAL FUNCTIONS:
- Provides advice and assistance to Director in setting project priorities.
- Develops, writes and delivers all levels of Project Management training.
- Defines and documents processes and methodology.
- Establishes, collects and analyzes measures and metrics.
- Provides one-on-one mentoring and coaching staff.
- Facilitates meetings and supports teambuilding activities.
- Reviews project staff performance in collaboration with Executive Staff sponsors.
- Obtains agreement with sponsors on scope of work to be performed.
- Determines, manages and coordinates sponsor’s project resources needs.
- Provides regular status reports to the Director.
- Designs and implements data collection and reporting strategies.
- Manages numerous projects simultaneously to successful completion.
- Manages the details and organization of very complex projects.
- Ensures that project teams follow proper procedures for issue management, risk mitigation, quality assurance and change management process.
- Performs other duties as required.
Qualifications
REQUIRED QUALIFICATIONS:
- Bachelor’s degree with a major in health, business management, public administration or other relevant areas
- 6-8 years project management experience managing projects of all sizes, complexity and duration.
- Excellent verbal and written communication and presentation skills.
- Ability to define and implement collection of measures and creation of metrics.
