Department Summary

Campus Planning and Facilities Management (CPFM) is a vibrant department, which comprises five units, and approximately 270 employees: Facilities Services, Utilities & Energy, Campus Planning, Office of Sustainability, and Design & Construction. The units of CPFM strive to provide excellent customer service to the University of Oregon campus and operate with the highest professional standards, communicating and collaborating with customers to support the stewardship of the campus.

The Office of Sustainability supports the integration of sustainability into the University of Oregon’s operations, curriculum, co-curriculum, research and engagement with the broader community. We accomplish this through a number of policy initiatives and programs, largely in partnership with a wide range of units. We are responsible for the management of: Comprehensive Environmental Policy, Climate Action Plan, Greenhouse gas inventory, STARS data collection, monthly energy consumption data collection, analysis, and reporting, Green Office Certification program, Sustainability Ambassadors Program, Sustainability Faculty Fellows program, Environmental Leaders Academic Residential Community, UO Sustainability Awards, SCORE, rEV Up Eugene. Position Summary

The purpose of the Energy Program Specialist is to provide technical, administrative, operational and resource accounting support to the UO Energy Analysis unit within the Sustainability Office.

Responsibilities include energy and utility data collection, management, analysis and reporting, all of which supports efficient use of utilities at the University of Oregon. The Energy Program Specialist will also submit Federal and State Utility Reports, assist with utility billing processes, and monitor utility rate developments and rate-making processes. The position will engage in financial accounting for resource procurement and use, track energy market trends, conduct research and analysis of relevant topics and issues as needed, and report findings of research and analysis to internal and external customers.

The Energy Program Specialist will provide technical expertise, information and guidance for development and operation of utility metering and utility data management/reporting processes.

This role will also apply Plant and Building performance monitoring and verification tools to identify efficiency improvement opportunities, develop efficiency opportunities for potential implementation, support energy efficiency projects and ongoing efficiency programs. This position will advise campus partners on energy performance issues and strategies for optimizing utility use.

Interactions/contacts occur daily with the campus community in the course of performing work, acquiring data, delivering information and responding to emergencies.

Position works as a member of a team while frequently performing tasks independently.

Training and support will be provided by the Energy Analyst and Sustainability Director. Work is reviewed regularly by the Sustainability Director to ensure it is performed efficiently, safely, and meets both expectations of internal and external customers and applicable requirements. A performance appraisal is conducted annually.

ESSENTIAL PERSONNEL:
This unit may provide essential services during times of emergencies and inclement weather. This position may be required to fulfill essential services and functions during these times.

Minimum Requirements

  • Two years of experience as an administrative specialist or executive support specialist which included administrative support for a project, program, or operation. Administrative support includes those duties beyond clerical/secretarial such as: interpretation of laws, rules, and regulations; administrative data collection and analysis; and evaluation of projects, processes, and operations; OR
  • An equivalent combination of training and experience.

One year of postsecondary education may be substituted for up to one year of the experience.

Professional Competencies

  • Technical understanding of principles of operation of utilities and building thermal systems and
equipment. Knowledge of and experience using instrumentation and control/monitoring systems related to utility and building operations and performance metrics.
  • Proficiency in excel, databases, tableau or equivalent data visualization software
  • Ability to work with and report on large volumes of technical data.
  • Perform duties in a way that advances and supports the mission of the department and university.
  • The ability to communicate complex information in a form and format accessible to customers of varying technical backgrounds.
  • Work effectively in a diverse team environment and create effective relationships for problem solving and positive interactions.

Preferred Qualifications

  • Associate Degree in Energy Management or related field from an accredited program.
  • One year of experience working in Energy data collection, analysis, and reporting environment.
  • Experience determining financial performance of energy opportunities and projects (Payback, NPV, ROI, Life Cycle Cost).
  • Experience conducting building level energy assessments.
  • Experience conducting efficiency studies of central plant and utility level steam, chilled water, electrical systems.
