Act in the capacity of Associate General Counsel as part of the University's Office of General Counsel but embedded in the cancer center. Responsible for delivering the following outcomes to enable rapid activation of clinical trials in accordance with Penn Medicine and University policies and practices:
Handle all aspects (whether directly, or indirectly through supervision, or in collaboration with other Penn Medicine and University offices) of negotiating to successful and timely completion of more than a majority of all complex, corporate-funded clinical trials for the ACC. Handle the occasional sponsored research, collaboration, vendor/lab services, data use agreements, material transfer agreements, etc., as needed. Supervise the ACC paralegal and the senior contracts coordinator in their handling of CDAs and clinical trial work orders (under existing master agreements). Act as the point person, resource and be a trusted advisor and subject matter expert in clinical research transactional matters for members of the ACC's Clinical Research Unit and, under supervision of the Senior Executive Director, for the ACC's research faculty. Provide effective direction and guidance to colleagues, stakeholders and outside collaborators regarding navigating Penn Medicine's clinical research function (including, legal and administrative aspects), when requested from time to time by the Senior Executive Director.
DUTIES:
The position, one of only two lawyers in a small legal office of four personnel (including the supervisor), will provide legal support to the ACC, University of Pennsylvania, Penn Medicine, on a wide variety of high-volume, corporate-funded clinical trials and related research (collaborations, vendor/lab services, data use agreements, material transfer agreements, etc.), as needed. This involves handling all aspects (whether directly, or indirectly through supervision, or in collaboration with other Penn Medicine and University offices) of negotiating all such agreements to successful and timely completion, and developing and implementing situation-specific strategies and tactics, as needed and as appropriate, related to the foregoing functions. The position will also supervise the ACC paralegal and the senior contracts coordinator in their handling of CDAs and clinical trial work orders (under existing master agreements), and act as the point person, resource and a trusted advisor and subject matter expert in clinical research transactional matters for members of the ACC's Clinical Research Unit and for the ACC's research faculty. This position will provide effective direction and guidance to colleagues, stakeholders and outside collaborators regarding navigating Penn Medicine's clinical research function (including, legal and administrative aspects), when requested from time to time by the position's superviser.
Reports to the Senior Executive Director of Legal Affairs and Immunotherapy Collaborations, who is the head counsel for the ACC.
Graduation from a recognized college or university, and an accredited law school with J.D. degree, required. Preferred candidates will have a minimum of 5-7 years of professional experience in-house or at a law firm, advising a university, academic medical center and/or health care provider, with legal expertise in research and clinical trials transactions. FDA drug and/or device law, and/or HIPAA experience a plus. Admission to the Pennsylvania bar is required within 1 year of appointment.
Position requires: Demonstrated capability to give pragmatic legal advice to stakeholders with impeccable verbal and written communication skills; the ability to swiftly and efficiently run multiple negotiations of similar agreements; the ability to identify and resolve complicated and sensitive problems creatively and with professional discretion; the ability to interact and function effectively in a university and academic medical center environment with matrixed reporting lines and collaborative, shared decision making; collaborative and collegial personality able to work as part of a team to serve the clients, but the ability to work independently and in legal areas that may be unfamiliar; and good legal research, analysis, and reasoning skills. The successful candidate must have particular attention to detail, work processes and organizational skills, email responsiveness and ability to work collaboratively and seamlessly with a team (including, transitioning work back and forth between colleagues in the office). While this job is located on site in University City, Philadelphia, remote/hybrid work arrangement is possible for up to 2 days a week.
