What are the responsibilities and job description for the Associate Director position at University of Texas at El Paso?
Implements and exercises functional authority for planning, organization, control, integration, and completion of projects within area of assigned responsibility.
Essential Functions
Assist with the preparation of the University’s Internal Operating Budget by developing methods, models, and other decision support systems and establishes timelines and deadlines which assures timely submission.
Coordinates and compiles the University’s Legislative Appropriation Request submission to the Legislative Budget Board. Facilitates as a liaison between campus departments and the UT System Budget and Planning office on analyses preparation and response to preliminary legislative proposals and bills.
Composes various reports and statistical data outlining the University’s financial position in areas of income and expenditure based on past, present, and forecasted operations by overseeing the collection, organization, and analysis of financial data for the preparation of the University’s internal operating budget.
Assists in the establishment of system-wide policies and procedures which ensure that resources are used in the most effective and efficient manner by all campuses of the University.
Provides financial accounting and reporting that analyzes costs and budgets to support informed management decision-making. Produces regular and ad-hoc reporting for internal planning purposes.
Utilizing business intelligence/performance management tools and other software solutions as appropriate, will develop specialized management reports to facilitate the analysis of complex financial activities and prepares recommendations for policy, procedure, control, or action.
Will develop automated and sustainable monitoring tools that identify departmental, college and university-wide progress towards financial and operational goals. This will include establishing databases of pertinent information for use in analyzing future plans and forecasts.
Analyzes and documents existing processes and systems for possible improvements and recommending new or revised systems as required; provides technical assistance in designing systems for reporting and related forms or documents and responding to inquiries regarding errors, problems, or questions with the system.
Assisting with problem solving in areas such as input/output requirements and procedural flow when developing and/or implementing administrative systems.
Maintains the accuracy of financial data by reviewing, or approving transactions, properly recording transactions via journal entries, preparing, or reviewing budget adjustments, researching, and analyzing data regarding updates needed, updating the position control system, and preparing monthly reconciliations.
Collects and analyzes business operational metrics to develop trend analysis, budget allocations, and forecasting for departmental, college and university wide.
Ensures budgetary controls by reviewing expenditure totals, preparing budget entries, and reviewing and approving personnel changes.
Compiles and submits reports as required by management, state, local, and federal regulatory agencies.
Acts as liaison between department and internal or external customers.
Participates in various committees, professional trainings, industry conferences, and conventions.
Knowledge of all Microsoft Office software and able to learn and use institutional software systems.
Complies with all State and University policies.
Other duties may be assigned.
Supervisory Responsibilities Carries out supervisory responsibilities in accordance with the organization's objectives, policies and applicable laws.
Qualifications

Required Qualifications:
Education: Bachelor's Degree with at least five years of progressive experience in financial planning, analysis, budgeting, and accounting.
and
Experience: Five (5) years’ experience and training related to the statement of duties and responsibilities; or equivalent combination of education and experience.
Preferred Qualifications:
Experience with PeopleSoft and oracle platform. Proficiency in excel preferred,
Capability to utilize analytical thinking and attention to detail in decision making.
Experience in governmental or commercial accounting.
