Job Summary

Lead and oversee all aspects of the Grants and Contracts Service Center (GCSC) in the College of Veterinary Medicine. Supervise research administration staff providing oversight, guidance, and training. Provide faculty with expertise in the pre- and post-award functions for externally and internally funded complex sponsored research projects. Provide administrative and reporting support to college faculty, unit heads and senior management for research pre- and post-award activities and other college research activities. Serve as the compliance officer for college grants and contracts.
Leadership, Management of Operations, and Strategic Collaborations
  • Provide sound leadership and supervision of grants and contracts team. This includes providing guidance /
mentoring, reviewing work as needed, completing performance reviews, approving timesheets, and managing
daily operations of the team.
  • In collaboration with business operations group, information technology group, and college leadership –
design, improve, and implement methods, processes, and management systems to increase efficiency, reduce
processing costs, enhance transparency and reduce administrative burden on principal investigators.
  • Maintain data for reporting tools for senior leadership including proposal submissions, timeliness, success
rates, and awards. Design and maintain various reports, spreadsheets, and/or databases utilizing campus and
college tools, to effectively manage sponsored funds, internal awards, and faculty ICR.
  • Develop and maintain an orientation and training program on college research administration for principal
investigators.
  • Develop and maintain internal and external collaborations including Sponsored Programs Administration
(SPA) and the Office of the Vice Chancellor for Research and Innovation (OVCRI). Participate in the campus
research administration community, taking an active role in campus trainings / committees that will benefit
college research activity.
  • Develop and implement college policies and procedures for research administration, ensuring compliance
with campus and funding agency requirements. Oversee the semi-annual confirmation certification with SPA
and assist faculty in obtaining certification in a timely manner.
  • Update and maintain the Activity Reporting System (ARS) for assigned faculty in accordance with the
departmental allocation policy and discussion with faculty to ensure faculty teaching, research, public
service, and cost-sharing and other efforts are correctly reflected in ARS and cost-sharing effort obligations
are met. Coordinating with the college Finance Office and Human Resource Service Center, review principal
investigator effort commitments and ensure that effort has been recorded accurately. Participate in tollgate
reviews with PIs as needed and assist in planning summer salaries.
  • Serve as the college contact for university and external auditors related to research administration.
Collaborate with the Associate Dean for Research and Advanced Studies on compliance administration and
identification of targeted funding opportunities for CVM research, with a goal to diversify and expand the size
of the sponsored research funding.

Administration of sponsored projects, including pre- and post-award and compliance requirements

  • Provide expertise and guidance to faculty and principal investigators in the preparation and submission of
proposals to various sponsors. Serve as lead research administrator coordinating complex proposals. Monitor
status of submitted proposals. Maintain the chart of accounts, requesting Banner account segments when
necessary, and adding new accounts to the iReport application and faculty monthly financial reports.
  • Manage financial aspects of post-award sponsored project activities working closely with Principal
Investigators. Monitor the financial position of all accounts within the portfolio, examine accounts for
accuracy and conformance to agency guidelines, and complete internal reporting requirements. Prepare
expenditure forecasts, financial reports/analysis, and backup/invoice support documentation for awards.
Oversee the coordination of the semi-annual expenditure confirmation process, assisting PIs to obtain
certifications in a timely manner. Serve as a resource for information regarding assigned accounts.
  • Serve as liaison to Sponsored Programs Administration (SPA) and assist them in grant negotiations, account
set up, management, billing, and close-out as necessary.
  • Build and maintain current and detailed knowledge of research compliance regulations including but not
limited to Uniform Guidance; and knowledge of agencies and sponsors used by college investigators. Maintain
a working knowledge of college faculty members and their research interests.
  • Collaborate with college business operations groups (Finance, Business Service Center, and Human Resource
Service Center) on various business and HR activities as they relate to stewardship of institutional, sponsored
research, and gift funds. This includes review and approval of purchasing and travel requests, faculty effort
commitments, planning of summer salaries, month-end and fiscal year-end closing activities, etc.

Additional Physical Demands

Normal office setting. Allergies to hay, straw or animal dander may cause discomfort based on the location within the College of Veterinary Medicine. This position has potential for workplace flexibility.

Required Qualifications

  • Bachelor's degree in business administration, accounting, finance, economics or a field related to the position.
  • Three (3) years of work experience in pre- or post-award grant administration in a university, government, or public setting.
  • Demonstrated experience with financial and business management.

Preferred Qualifications

  • Advanced degree (MA, MS, MBA, etc.).
  • Experience in a university, government, or public sector position.
  • Experience in supervising, coaching, developing or evaluating employees.

Knowledge, Skills and Abilities

  • Understanding of sponsored research funding processes, government/private grants and contracts, and sponsored research support.
  • Interest in employee coaching/counseling.
  • Leadership style that adapts to the strengths and weaknesses of the staff in the GCSC and brings out their best performance.
  • Understanding and passion for providing superior customer service.
  • Ability to deal effectively with a wide variety of people and personalities; in both on-site and remote working environments.
  • Proficiency in Microsoft Office or other equivalent and university enterprise applications in support of business operations.
  • Skill in effective oral and written communication.
  • Ability to work under pressure in an environment of short deadlines, a complex and ever- changing regulatory environment, and uneven workflows.
  • Ability to gather facts and apply this knowledge to solve complex problems.

Appointment Information

This is a 100% full-time Civil Service 5040 - Grants and Contracts Associate position, appointed on a 12-month basis. The expected start date is as soon as possible after 9/5/2023. Salary is commensurate with experience.
