Police Telecommunicator Supervisor

Job Summary

Perform high level telecommunicator supervisor work which involves responsibility for supervising and assisting in the management of telecommunicators, training, and in the performance of general daily supervisory duties. This position frequently participates in the work performed by subordinate telecommunicators which involves serving as the initial departmental contact with the public, both by telephone and in person; also receives and transmits messages and information for police and fire departments using telephone, radio, and/or computer terminal equipment.
  • Ensures that the communication room is adequately staffed on a 24/7 basis;
  • Coordinates the hiring process for new telecommunicators
  • Ensures that all telecommunicators are properly trained to respond to routine and emergency-related matters. This includes emergency notification systems for the entire campus; Makes emergency notifications using the Illini Alert (Rave) system at the direction of supervisory personnel, as well as by procedure.
  • Developing and writing a monthly briefing training for telecommunicators to ensure training standards can be met
  • Receives and interprets incoming citizen complaints, inquiries, and reports of emergency and non-emergency situations; logs, coordinates, disseminates, and maintains records of messages; may initiate police reports of incidents; originates and disseminates information regarding safety and well-being of law enforcement officers, firefighters and citizens
  • Operates equipment of a communications control center to receive and transmit police and fire business and emergency messages; may monitor and provide base-station service for multiple police and fire radio channels. Depending on shift assignment, may include communication with campus parking personnel, notification of F & S personnel (craft callbacks), steam distribution, and answering information calls to the University switchboard
  • Coordinates with F&S Superintendents of Maintenance regarding follow up questions from weekend/overnight campus maintenance issues; Coordinate with UI Technology services for the implementation of a new emergency phone system in order to comply with new state laws. This will entail choosing a compatible system and the training of all dispatchers
  • Operates terminal connected to federal, state, or local law enforcement information systems (i.e., LEADS, NCIC, NLETS) and departmental computer to enter or retrieve information for the purpose of gathering, verifying, or maintaining data; interprets responses of the data systems; recognizes malfunctions of the terminal and assists system personnel in the correction of problems. This function requires maintaining up-to-date LEADS certification
  • Coordinate and assume a lead role on behalf of UIPD in the conversion of our Records Management System (RMS). This role includes assisting in adaptation of the system to fit our needs and serving as a “Trainer” as the system rolls out
  • Controls access to Public Safety Building by requiring proper identification and/or escort
  • Monitors local weather warning system and broadcasts severe weather notices as directed; Operates and monitors the control center of a computerized fire alarm system; Processes routine police documents and records
  • Supervises processing of Freedom of Information Act requests in conjunction with the FOIA Office; Departmental liaison for University Legal in responding to subpoena’s for departmental police records; Serves as the department coordinator for IWIN, which includes ordering equipment and managing user information; Serves as LEADS Agency Coordinator (LAC), which includes ensuring compliance with all State Police and FBI CJIS regulations
  • Supervises the records department handling of court ordered expungements and seals; Serves as a backup for the department records clerk
  • Receives, secures and maintains records of lost and found property
  • Ensure all dispatchers are trained in the new LEADS 3.0 system. This is the primary law enforcement system for criminal history records, stolen hot files, and vehicle and driver’s license information
  • Act as a campus security authority, as defined by the federal Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act, to include completing training and the timely reporting to the University of Illinois Police allegations of Clery Act crimes; Act as a responsible employee under Title IX of the Education Amendments of 1972 which includes the timely reporting of incidents of sexual harassment/misconduct to the University of Illinois’ Title IX coordinator; Coordinates fingerprinting services offered by this department in regard to background checks on campus employees in sensitive positions
  • Monitors campus nuclear radiation sites through alarmed system and camera monitoring; Monitors and reacts to alarms for Rare Book Manuscripts Library, Oak Street Library, and the Sousa Archives vault
  • Serves on search committees for various campus units in regard to hiring as well as a voting member on the countywide Records Management User Group

Additional Physical Demands

Minimum Qualifications

1. No record of conviction of a felony or a crime involving moral turpitude.
2. High school diploma or equivalent.
3. Two (2) years (24 months) of full-time experience as a Police Telecommunicator/dispatcher or a certified 911 operator with a federal, state, county, college or university, municipal, or public institutional police organization having a recognized merit system.

Knowledge, Skills and Abilities

  • Working knowledge of all radio and phone equipment housed within the communications center;
  • Working knowledge of computer terminal operation and application;
  • Working knowledge of selected police and fire policies, procedures, and terminology;
  • Working knowledge of police records systems;
  • Working knowledge of police and fire alarm systems;
  • Working knowledge of non-academic personnel procedures;
  • Working knowledge of Departmental policies and procedures;
  • Ability to make decisions;
  • Ability to understand, carry out and issue verbal and written instructions;
  • Ability to lead telecommunicators and command their respect;
  • Superior knowledge of Law Enforcement Agency Data System (LEADS) in serving as agency coordinator.

Appointment Information

This is a 100% full-time Civil Service 1165 - Police Telecommunicator Supervisor position, appointed on a 12-month basis. The expected start date is as soon as possible after 6/1/2023. Salary is commensurate with experience.
