UPMC Corporate Legal is hiring a Manager, HR Compliance to join our team!  This role works Monday through Friday during standard daylight business hours.  The position will work a hybrid schedule with being onsite two days a week at the US Steel Tower after training is completed.  

The Manager, HR Compliance ensures compliance and execution of equal employment and affirmative action obligations of federal contractors in accordance with E.O. 11246, as amended, Section 503 of the Rehabilitation Act, as amended, and the Vietnam Era Veterans Readjustment and Assistance Act, as amended. The Manager, HR Compliance collaborates with HR business partners across the organization to design and implement effective affirmative action programs, enhancing system wide diversity efforts. This position will also participate in organizational labor relations efforts.

Responsibilities:

  • Develop and implement effective Affirmative Action Programs at all federal contractor establishments and non-federal contractor establishments, as applicable, by collaborating with local HR teams to identify opportunities and programs geared towards increasing diversity of the workforce.
  • Serve as a subject matter expert on all matters related to Affirmative Action Programs; provide consultation on affirmative action requirements, reports, program results, etc. Develop and deliver EEO/AA training to internal customers.
  • Develop and maintain relationships and partnerships with business unit leaders, key internal and external stakeholders, HR partners, and peers; communicate specific affirmative action concerns and collaborate with stakeholders to implement actionable plans, ensuing that efforts comply with federal and state regulatory agency requirements.
  • Utilize affirmative action report data and adverse impact analyses for applicants, hires, promotions, and terminations to identify and communicate trends to HR business partners. Recommend strategies based upon reporting results.
  • Support the planning and execution of recruiting outreach strategy by partnering with HR business partners to identify meaningful outreach resources, assist with developing partnerships, and evaluate effectiveness. Support the development of internal programs that prepare staff for promotion to other positions to further diversity efforts.
  • Provide consultation, monitoring, and evaluation of enterprise-wide initiatives to ensure compliance with the U.S. Department of Labor Office of Federal Contract Compliance Programs (OFCCP) requirements.
  • Provide direction/advice to management relating to labor relations issues specifically related to UPMC's position on unions.
  • Conductive positive Employee Relations/Union Awareness training for UPMC business units on an as needed basis.
  • Serve as a liaison between the business units and outside counsel. Partner with outside counsel to investigate unfair labor practice complaints.
  • Develop positive employee relations strategies for internal clients that ensure strong employee engagement and create work environments where employees feel empowered and are comfortable communicating with their respective leaders.
  • Respond to inquiries on relevant policies and processes and represent a compliant posture, i.e. non-discrimination, harassment, diversity and inclusion, outreach, reasonable accommodations, labor relations, etc.
  • As needed, conduct analyses supporting reduction in force efforts and provide compliant consultation to HR business partners on selection decisions.
  • Keep up to date with legal and regulatory changes; respond proactively, identify and execute action plans to meet compliance.
  • Participate in all aspects of OFCCP Compliance Reviews. Ensure that affirmative action data is properly reviewed and accurately presented before submission to government. Collaborate with legal and appropriate human resource management regarding problem resolution/areas of concern. Engage with the Department of Labor compliance officers during all phases of the compliance review.
  • Participate in the preparation and distribution of employment related notices (local, state and federal)
  • Participate in the design and implementation of internal audit program to assess compliance with federal guidelines and system wide HR policies.
  • Collaborate with human resource personnel on merger and acquisition activity as it relates to human resource functions.
  • Participate in Industry Liaison Group discussions and attend EEO/AA workshops, seminars, and meetings to maintain knowledge of current AA issues and changes in federal regulations. Make process recommendations based on findings.
  • Assist HR business partners in the completion of documentation for contract bids and awards.
  • Ensure policies are reviewed and updated on a timely basis.
  • Performs in accordance with system-wide competencies/behaviors.
