Duties

  • Serves as a Child, Youth and School (CYS) Services Supervisory Program Specialist with responsibility for oversight of assigned room of children (e.g., infant, toddler, preschool) working in ratio a minimum of 50% of the time.
  • Assists Director/Asst Director with management duties to include filling in for administrative assistants as needed.
  • Acts as Director/Asst Director in the event of management absence up to 20% of the time. Will routinely work between CYS facilities for the purposes of providing management oversight for regular, evening or weekend operation.
  • Is responsible for and ensures compliance with regulation, policy, and procedures in areas assigned.
  • Works with trainer and supervisor to plan, coordinate and implement activities and special events that meet the physical, social, emotional and cognitive needs of children to include training and observations.

  • Must have current health assessment which documents good mental and physical health, freedom from communicable disease, and immunizations in accordance with current Army and DoD policy including annual influenza vaccinations.
  • A one year probationary period may be required (either initially or upon conversion, if applicable).
  • Successful completion of annual training requirements within the prescribed time frame and demonstrated on the job competence is required.
  • May be subject to an irregular hours, evening and or weekends.
  • Satisfactorily complete an employment verification (E-Verify) Check.
  • Travel to on and off post locations required.

Qualifications

1. Successful completion of a 4-year college or university degree with a major course of study which directly relates to the appropriate CYS field consistent with:

  • For positions in Child Development (CDC/SAS) Facilities: The education must have been in child development, early childhood education, home economics (early childhood emphasis), elementary education, special education or other fields appropriate to the position to be filled such as related behavioral science

2. In addition to the basic requirements stated above the following is required:

  • Experience working as a Lead Child and Youth Program Assistant, Lead Child and Youth Program Technician, Child and Youth Site Leader or as a successful graduate of an Army CYS Services/Land Grant University Intern Program or similar program.

  • Ability to select, train, and supervise direct in-ratio staff.

  • Ability to develop and implement child and youth facility-based programs.

  • The ability to plan and organize work, analyze problems to identify significant factors, gather pertinent data and recognize solutions.

  • Must possess comprehensive oral and communications skills and analytical writing skills, and the ability to present ideas and proposals to a variety of audiences.

OR

1. A combination of education and experience - courses equivalent to a major in a subject matter field (24 semester hours) appropriate to the position (see above), plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the four-year course of study described above.

2. In addition to the basic requirements stated above the following is required:

  • 12 months of directly related work experience as a Lead Child and Youth Program Assistant, Lead Child and Youth Program Technician, Child and Youth Site Leader or as a successful graduate of an Army CYS Services/Land Grant University Intern Program or similar program.

  • Ability to develop and implement CYS facility-based programs.

  • The ability to plan and organize work, analyze problems to identify significant factors, gather pertinent data and recognize solutions.

  • Must possess comprehensive oral and communications skills and analytical writing skills, and the ability to present ideas and proposals to a variety of audiences.

  • Payment of Permanent Change of Station (PCS) costs is not authorized, based on a determination that a PCS move is not in the Government's interest.

Pay-Band (NF or CY) Allowances and Differentials

  • This is a pay-banded position.
  • Sunday premium pay may be authorized by the Garrison Commander. If authorized, only regular (full-time, part-time, limited tenure and seasonal) employees may be paid Sunday premium pay. When authorized, Sunday premium will be paid at the rate of 25% of the basic rate for all hours of non-overtime, when any part of the scheduled tour of duty is performed on Sunday (to a maximum of 8 hours per Sunday). Sunday premium will be paid at the rate of 25% of the basic rate for all hours of non-overtime, when any part of the scheduled tour of duty is performed on Sunday (to a maximum of 8 hours per Sunday).
  • Night differential may be authorized by the Garrison Commander. When authorized, night differential will be paid at the rate of 10% basic rate for hours of non-overtime work performed between 1800-0600.

  • Incentives will not be paid.
