What are the responsibilities and job description for the Program Analyst position at US Bureau of Labor Statistics?

Duties

This is not a remote position. The selectee will report to an assigned BLS office location on a regular basis and be eligible for telework as determined by agency policy.

This position is responsible for managing a variety of administrative and program-related projects, and apply analytical techniques to a range of assignments that support data collection.

  • Develops, analyzes, and evaluates policies, procedures, guidelines, and administrative processes.
  • Reviews operating regulations and directives and other pertinent sources to gather, correlate, analyze, determine and recommend appropriate actions.
  • Oversees the testing of applications and their deployment, including coordination, communication, and training.
  • Refines and develops more specific guidelines such as implementing regulations, or methods in order to measure and improve the effectiveness and productivity of programs and activities.
  • Plans and coordinates various initiatives. Prepares detailed action plans and schedules for long and short-range project accomplishment and ensures that plans are consistent with goals and policies. Establishes a system to review, control, and report on project status. Prepares directives, memoranda, policy statements and other written guidelines and recommendations.
  • Performs surveys to determine compliance with regulations, procedures, and sound management practices. Identifies resources (staff, funding, equipment, facilities) required to support varied levels of program operations.
  • In coordination with OFO management and regional Program Managers, provides guidance and support to on-site contract staff in their contact with regional staff.
  • Assures network services provided by contract staff support regional business requirements and makes recommendations to correct deficiencies when they occur.
  • Performs other duties as assigned.

Qualifications

Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-11 in the Federal Service.

Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.

Your resume MUST demonstrate at least 3 of the 5 following specialized experience statements:
  • Knowledge of information technology data processing concepts and practices including deployments, systems expansions or upgrades and user support.
  • Prepared reports, analysis, detailed action plans, and other written guidelines and recommendations for long and short-range project accomplishment.
  • Coordinated with management and program leads to assure information gathered is complete and accurate.
  • Briefed management to explain findings and recommend appropriate changes or corrective action.
  • Assisted in performing surveys to determine compliance with regulations, procedures, and management practices.
