Duties
As a Contract Specialist, you will:
- Process requisitions and determine the appropriate method of procurement.
- Consider factors outlined in the FAR methods, e.g., FAR Part 8- Required Sources of Supplies and Services, FAR Part 12- Acquisition of Commercial Items or FAR Part 13-Simplified Acquisition Procedures.
- Determine contractor adherence to legal, financial, production and delivery requirements; submission of periodic technical and progress reports, and responsibility regarding timely delivery; loss, destruction or damage to Government property; shipping and material discrepancies, performance issues, or other problems.

- Occasional travel may be required.
- This position is not included in a Bargaining Agreement.
- FAC-C Level II certification is required within 24 months of onboarding.
- A Financial Disclosure Statement, OGE-450, Executive Branch Personnel Confidential Financial Disclosure Report is required upon entering the position and annually (5CFR Part 2634, Subpart I USOGE, 6/08).
Qualifications
You must meet both the Basic Requirement and the Specialized Experience to qualify for this series as described below.
BASIC REQUIREMENT:
A 4-year course of study leading to a bachelor's degree with a major in any field.
OR
At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
Exception: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. Employees who occupy GS-1102 positions at grades 5 through 12 will be considered to meet the basic requirements for other GS-1102 positions up to and including those classified at GS-12. This includes positions at other agencies and promotions up through grade 12. However, employees must meet specialized experience requirements when seeking another position.
In addition to meeting the "Basic Requirement" listed above, you must also meet the "Specialized Experience Requirements" described below.
SPECIALIZED EXPERIENCE REQUIREMENTS:
For GS-11: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-09 in the Federal service. Specialized experience for this position is defined as meeting TWO of the following:
- Applying acquisition, contract, and procurement regulations to prepare solicitations containing appropriate provisions, clauses, terms, and conditions.
- Evaluating responses to solicitations for price reasonableness and compliance with terms and conditions.
- Coordinating contract/financial assistance actions with appropriate program/project managers to ensure contract information and documentation is accurate, complete, and timely.
OR YOU MAY QUALIFY FOR THE GS-11 BASED ON A COMBINATION OF EDUCATION AND EXPERIENCE: You may qualify on a combination of education and experience, the total percentage of experience at the required grade level compared to the specialized experience requirement, as well as the percentage of completed education compared to the educational requirement must equal at least 100 percent. Only graduate level education in excess of 36 semester hours (54 quarter hours), may be used to combine education and experience.
For GS-12: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-11 in the Federal service. Specialized experience for this position is defined as meeting ALL of the following:
- Applying acquisition, contract, and procurement regulations to prepare solicitations containing appropriate provisions, clauses, terms, and conditions that communicate the requirements.
- Administering contracts to include contract scope determinations, contract modifications, supplemental agreements, justifications, approval reviews/fair opportunity evaluations, claims disputes, or contract terminations.
- Evaluating responses to solicitations for price reasonableness, compliance with terms and conditions, and adequacy of competition.
"Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
