Duties

This position involves a multi-grade career ladder. The major duties listed below represent the full performance level of GS-13. At the GS-9 through the GS-12 grade level, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-13. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher level work, and availability of funds. Promotion is not guaranteed and no promise of promotion is implied.


Major Duties:
  • Applying accounting principles, theories, practices, operations and regulatory controls to identify accounting problems, adherence to congressional funding legislation, clarification of conflicting or incomplete funding guidance, and generation of financial regulatory guidance for the division/subdivision.
  • Solving problems/issues quickly and effectively, involving a methodical step-by-step approach to thinking; breaking down complex problems into single and manageable components and considering each part in detail.
  • Making systematic comparisons of various alternatives and noticing discrepancies and inconsistencies in available information.
  • Utilizing strong oral and written communication skills to resolve difficult issues and/or problems, to
    provide advice and assistance on financial management and accounting matters relevant to division/ subdivision, to conduct training and briefings, as well as to exercise tact and diplomacy in all contacts.
  • Using considerable judgment in developing an audit plan, documenting an audit approach, and in making recommendations where guidelines are scarce or general in nature.
  • Experience providing senior level guidance on accounting, cost, and financial management programs and related systems; conducting analyses of accounting and financial management operations and systems to address and/or resolve issues; assessing financial management systems to ensure proper functionality.

Education:

Basic Requirements

  • Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")

    or

  • Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
    • Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
    • A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
    • Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

GS-9 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Specialized experience is defined as experience supporting team leads and supervisors with preparing a number of recurring special purpose reports, financial audit plans of a technology entity, support testing of budget and accounting processes in compliance with OMB Circular A-123, supporting evaluations of life-cycle cost estimates of programs and projects (applying SFFAS 4 and other applicable standards and requirements), support and identify areas requiring updates to policies and standard operating procedures.

OR

You must possess two years of progressively higher-level graduate education leading to a master's degree or master's or equivalent graduate degree;

OR

You must possess a combination of Education and Experience applicable towards the GS-09 grade requirements

GS-11 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Specialized experience is defined as experience supporting supervisors and preparing a number of recurring special purpose reports; execute financial audit plans of a technology entity, performing testing (test of design and test of operational effectiveness) of budget and accounting processes in compliance with OMB Circular A-123, performing evaluations of life-cycle cost estimates of programs and projects (applying SFFAS 4 and other applicable standards and requirements), identifying areas requiring new or updates to policies and standard operating procedures; utilizing data mining techniques to conduct analysis.

OR

You must possess three years of progressively higher-level graduate education leading to a leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree;

OR

You must possess a combination of Education and Experience applicable towards the GS-11 grade requirements

GS-12 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Specialized experience is defined as advising a number of directors, managers and supervisors and preparing a number of recurring special purpose reports; developing financial audit plans of a technology entity, performing testing (test of design and test of operational effectiveness) of budget and accounting processes in compliance with OMB Circular A-123, performing evaluations of life-cycle cost estimates of programs and projects (applying SFFAS 4 and other applicable standards and requirements), identifying areas requiring new or updates to policies and standard operating procedures; utilizing data mining techniques to conduct financial and cost analysis; assessing plans and requirements for all key controls of an entity within a cycle in compliance with OMB Circular A-123, FMFIA and FFMIA.

GS-13 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Specialized experience is defined as experience advising a number of directors, managers and supervisors and preparing a number of regular and recurring special purpose reports; developing financial audit plans of a technology entity, performing internal controls testing (test of design and test of operational effectiveness) of budget and accounting processes in compliance with OMB Circular A-123, performing evaluations of life-cycle cost estimates of information technology programs and projects (applying SFFAS 4 and other applicable standards and requirements), identifying areas requiring new or updates to policies and standard operating procedures; utilizing data mining techniques to conduct financial and cost analysis; assessing long-range plans and requirements for assessing all key controls of an entity within a cycle in compliance with A-123, FMFIA and FFMIA; testing and implementing automated financial systems and cost accounting systems changes to ensure they do not compromise regular reporting requirements and meet the need of IT Program Managers and Project Managers.

Education

There is no education substitute or requirement for the GS-12 and GS-13 level.
