Duties
The Recent Graduate Transportation Specialist duties include:
- Participate in meetings and workgroups with staff and executive-level Federal officials. In addition, you will participate in the monthly review of program reports with Crash Preventability Determination Program.
- Formulate standards for the eligibility and preventability of crashes.
- Review all crash types to include injury, towaway and fatal crashes. As part of the review process you will review police accident reports and other documents provided by the submitter in the Request for Data Review.
- Review inspection and crash reports from the Motor Carrier Management Information System and license information from Commercial Driver’s License Information System.
- Confirms eligibility and makes preventability determinations using standards established for the program using the Agency’s Data Qs system.
The ideal candidate for this position is someone with broad experience of Federal Motor Carrier Safety Administration regulations, policies, procedures, directives and rulemakings, as well as enforcement and compliance guidelines.
The primary responsibility of FMCSA is to reduce motor carrier crashes and injuries on our nation’s highways. The Compliance Division helps achieve this goal by developing and implementing national policies and programs in response to legislative mandates, regulatory requirements, administration direction, and oversight agency recommendations. The incumbent’s primary responsibility is to successfully implement and operate the Crash Preventability Determination Program.

CONDITIONS OF EMPLOYMENT:

- Recent Graduates serve a trial period for the duration of their excepted service appointment..
- If selected for this position, selectee is required to sign a service agreement to remain employed for a period of at least 2 years beyond the initial 24-month training period”.

For the GS-07:
To qualify on Experience, you must have at least one year of specialized experience equal or equivalent to the GS-05, it must include
- Experience developing informational materials in a variety of automated applications and systems such as Microsoft Excel, Outlook, PowerPoint, SharePoint and Word.
- Experience with research, review and analyze multiple data points and to develop conclusions and recommendations.
Or, to qualify on Education, (refer to the 'Education Requirements' section for applicable degrees, transcript(s) are required) you must have:
- At least 1 year of Graduate-level education (above a Bachelor's); OR
- A Bachelor's degree (Undergraduate) with Superior Academic Achievement*.
- Superior Academic Achievement is based on (1) class standing, (2) grade-point average, or (3) honor society membership.(In order to be creditable under this provision, superior academic achievement must have been gained in a curriculum that is qualifying for the position to be filled.)
- Class standing - Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses.
- Grade-point average (G.P.A.)- Applicants must have a grade-point average of:
- 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or
- 3.5 or higher out of a possible 4.0 ("B " or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.

To qualify on Experience, you must have at least one year of specialized experience equal or equivalent to the GS-07, it must include:
- Expert skill in using various office automation applications and systems including computerized tracking systems for monitoring status of actions.
- Experience Experience applying fact-finding and investigative techniques, research, review and analyze multiple data points to develop conclusions and recommendations.
- Experience with establishing and maintaining effective and cooperative relations with a variety of internal and external stakeholders
Or, to qualify on Education, (refer to the 'Education Requirements' section for applicable degrees, transcript(s) are required) you must have:
- At least 2 years of progressively higher level Graduate education (above a Bachelor's) leading to an applicable degree.
- Master's degree or have been awarded a Master's or equivalent higher level Graduate degree.
