What are the responsibilities and job description for the IOC/OE, IA, Interop Planner and Integrator position at US Military Treatment Facilities under DHA?
Works primarily at the Joint Readiness Training Center (JRTC). Supervised by the Senior Interorganizational Coordination / Operational Environment (IOC/OE), Interagency (IA), and Interoperability Planner and Integrator. Primary worksites: Scenario Development Branch (SDB), and the Joint Operations Control Center (JOC). As required worksites: Role Play Branch; The US Consulate or US Embassy within the Fullerton Training Area, North Fort, or Camp Beauregard; Leader’s Training Program (LTP) located in the Berry Mission Training Complex (BMTC), or the Observer Control Trainer Academy (OCT-A) on North Fort.
RESPONSIBILITIES & DUTIES:
Include, but are not limited to:
- Supports up to 10 US Army Brigade Combat Team (BCT) rotational training exercises annually
- Conducts close coordination with the Plans and Exercise Maneuver Control (P/EMC) IA, Civil Affairs (CA), and Public Affairs Planners, SOF Plans Planners, and Role Play (RP) Branch to ensure scripted events accurately replicate the desired OE
- Creates and synchronizes scenario deliverables with the larger SDB Production and Execution Team (SPET) during the rotational planning and execution cycles
- Plans, coordinates, prepares, synchronizes, and integrates a wide range of grammatically and doctrinally correct national, strategic, operational, tactical, and exercise maneuver control (white cell) IOC, OE, IA, and Interoperability scenario deliverables; develops and produces specific IOC, IA, and Interoperability related tactical deliverables (e.g., Annex J (Public Affairs), Annex K (Civil Affairs Operations), and V (Interagency Coordination)
- Provides input to Warning Order (WARNORD), Fragmentary Order (FRAGORD), and Operations Order (OPORD)
- Develops and produces a Road-to-Response (RTR) Book, US Department of State (USDoS) cables, Scenesetter, and Integrated Country Strategies
- Prepares video teleconference and key leader engagement scripts/talking points
- Coordinates the development and synchronization of all IOC, IA, and Interoperability rotational training exercise events in-accordance-with (IAW) the rotational training exercise master scenario
- Produces event concepts, training objectives, and coordinating instructions; coordinates, creates, and presents slideshows and storyboards to facilitate planning and coordination meetings
- Develops and distributes RP biographies, character sketches, instructions, distribution, and quick reference guides
- Ensures all Unified Action Partner (UAP) scripted events and supporting products are accessible in the Master Events Management System (MEMS) database
- Conducts event-oriented training and quality control of Cultural Role Players (CRP), General Role Players (GRP), and Skilled Role Players (SRP) to ensure scripted events are executed IAW Chief of PEMC guidance
- Contributes to the replication of Higher Control (HICON)
- Performs other duties as assigned
