Duties

This position can be filled at any GSA duty location in the Southeast Sunbelt Region (R4) within Atlanta, GA, Miami, FL or Tampa, FL. The incumbent will be expected to report to a GSA facility in the Southeast Sunbelt Region at least 2x per pay period.

The Public Buildings Service (PBS) supports a productive federal workforce by providing financially and environmentally sustainable, accessible, and responsive workspace solutions. The Southeast Sunbelt Region currently manages over 140 federally-owned facilities and leases space in over 1,300 commercially-owned facilities, totaling almost 45 million rentable square feet. We have over 500 employees across eight southeastern states, and we are seeking energetic and dedicated public servants to join our team.

As a PBS Architect, you will collaborate with a diverse group of project managers, building managers, technical subject matter experts, and tenant representatives to manage the design and construction of new construction projects, space alterations, and building repairs. You will support the long-term operations of federally-owned buildings by providing technical oversight of proposed designs, investigating roofing and facade failures, and developing proactive solutions for maintenance of aging building enclosures. You will serve as an architectural subject matter expert and a key advisor in support of the acquisition of design and construction services.

As an Architect, you will perform the following duties:

  • Provide architectural advice to GSA team members and customer agencies during the planning, design, construction, and post-occupancy phases of projects.
  • Evaluate design options for adherence to Design Excellence principles, avoidance of risks that threaten system and facility lifecycle performance, and inclusion of the latest developments and best current practices in the industry.
  • Perform research and field investigations to identify and resolve building envelope failures, accessibility challenges, and other architectural issues in existing buildings.
  • Assist with project planning, including requirements development, scope definition, budgeting, scheduling, and determination of acquisition strategy.
  • Participate in evaluation and selection of private sector Designers, Construction Managers, and Construction Contractors under traditional and alternative project delivery methods.
  • Provide oversight of Designers during design phase activities, including architectural review of periodic design submissions for compliance with government requirements, coordination among design disciplines, and ease of operation and maintenance.
  • Provide oversight of Construction Contractors during construction phase activities, including review of contractor submittals, responses to requests for information, inspection of in-progress and completed work, and evaluation of change order requests.
  • Serve as Contracting Officer’s Representative (COR) during project execution.
  • Serve as a mentor and resource for new and junior architects in the organization.

This position has job functions that must be executed within specific geographic locations. The official duty station is a federal facility, leased space, or an alternative worksite (typically the employee’s home) within the specified geographic area. If you are selected for this position, you will be expected to report to the duty station listed on this announcement within 45 days. At that time, you may be eligible to request to telework one or more days a pay period depending upon the terms of the agency’s telework policy.

The GS-13 salary range starts at $103,409.00 per year per year and varies by location.

If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.

BASIC REQUIREMENTS FOR ARCHITECTS: A Degree in architecture or related field; OR a combination of college-level education, training, and/or technical experience. For specifics on qualifying education, training, and/or experience - use the following link: Basic Requirements for Architect Positions.

To qualify, you must have at least one year of specialized experience equivalent to the GS-12 level or higher in the Federal service.

In addition to the Basic Requirements, all candidates must possess one year of specialized experience. Specialized experience is experience performing architectural tasks in the design, construction, repair & renovation, restoration, rehabilitation, design or construction projects (at least $2 million) of multi-storied commercial office buildings (6 stories), court house projects or other federal government facilities. This must include: reading and interpreting building codes and standards; reviewing electronic drawings produced by architects and engineers using computer aided design software; reviewing fee proposals produced by architects, engineers for professional design services and assisting with negotiations for attaining professional services; reviewing complex proposals from contractors involving major modifications of building systems; reviewing and verifying architect-engineer produced drawings and specifications and providing consultation to project managers; and reviewing and verifying construction work is in compliance with contract documents..

Preferred Qualifications and Skills

It is preferred that you have:

  • An architectural license.
  • Several years of experience with identifying and solving problems related to the building enclosure (exterior walls, windows, roofs).
  • A general background to complete other architectural tasks, like interior space planning.
  • A general understanding of design areas related to architecture (e.g., structural, mechanical, plumbing, and electrical engineering) and experience leading a project team through coordination of all of these different disciplines.

How You Will Be Evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

We will use a method called Category Rating to assess your application. Here’s how it will work:

You will be scored on the questions you answer during the application process, which will measure your possession of the following competencies or knowledge, skills, and abilities:

  • Knowledge and skills sufficient to read and interpret plans and specifications; implement consultation practices and procedures and advise on architectural or engineering considerations for assigned projects, etc.
  • Expert knowledge of professional architectural and engineering principles, concepts and practices applicable to a full range of design, layout, construction, repair and/or alterations to a variety of complex structures such as office buildings, courthouses, or special use facilities as could be acquired through a bachelor's degree in architecture or engineering supplemented by several years of increasingly responsible experience in a professional office, Government agency or construction sites.
  • Knowledge of cost and price analysis principles, techniques and business/industry practices sufficient to identify sources; to analyze cost and pricing data; and to evaluate highly detailed and technical contractor cost estimates for reasonableness and fairness. Knowledge of GSA budget activities and policies.
  • Knowledge of and ability to prepare review and analyze estimates and specifications related to the design and cost analysis of construction work in multistory office buildings, courthouses and laboratories containing complex equipment including elevators, communication systems and sophisticated building/operating systems.
  • Knowledge and skill in related engineering and architectural fields sufficient to review and/or evaluate technical drawings or project objectives, prepare or evaluate cost projections for work, to monitor work in progress and to evaluate completed products for compliance with cost or project requirements.
  • Knowledge of construction management and cost estimating, pricing policies and fees, including in-depth knowledge of methods and techniques related to specialized new construction, historic preservation or repair and alteration projects.

  • Best Qualified = Candidates scoring between 95 - 100
  • Well Qualified = Candidates scoring between 85 - 94 (Well Qualified for CTAP/ICTAP)
  • Qualified = Candidates scoring between 70 - 84
