Duties

  • Plans and conducts, as project lead or member of a study team, specific data engineering, modeling, and analysis activities within SSA. Formulates sound approaches to solve operational data problems.
  • Utilizes data from various sources and information systems to provide advice and support on issues related to the OAI mission. Prepares and presents briefings regarding the progress and/or results of projects/studies.
  • Provides management with expert technical guidance and recommendations for achieving the agency’s objectives.
  • Conducts observational analyses using software and/or programming languages such as Excel, SQL, and Enterprise Data Catalog platforms to explore/group data, test hypotheses, predict outcomes, and inform decisions.
  • Derives meaning from big data (i.e., datasets that may be large, disparate, unstructured, and/or complex), including structured, loosely structured, and unstructured data.
  • Conducts statistical analyses and develops predictive models using statistical techniques, machine learning, and AI, using tools such as R, Python or SAS, to support SSA operational processes and to optimize planning and resource allocation.
  • Analyzes study findings, develops recommendations, and prepares and presents confidential in-depth reports and position papers to management officials regarding analyses of problems.
  • Develops, integrates, and maintains data and extract transform and load (ETL) procedures to ensure the integrity and efficiency of data interchanges.
  • Develops forensically sound, auditable, flexible, repeatable, and scalable ETL capabilities through data engineering best practices on a variety of structure, unstructured, and metadata.
  • Performs testing as necessary for workflows for routing and data transformation.

To qualify for this GS-13 position, the applicant must have 52 weeks of specialized experience at, or equivalent to the Federal GS-12 level (or above), which is in or related to the work of the position to be filled and has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Such experience must include:
A) Gathering and evaluating data and information, using artificial intelligence tools to oversee the collection, procurement, storage, management, quality, and protection of data;
B) designing, using, or maintaining databases and software applications, such as artificial intelligence tools to establish long-range objectives and specify the strategies to accomplish organizational goals; and
C) preparing research reports, technical papers, guidelines, or instructions for technical and non-technical audiences.

Additionally, applicants must meet the following Individual Occupational Requirement (IOR):
  • A degree in mathematics, statistics, computer science, data science or field directly related to the position. Note: The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position.

    OR

  • A combination of education and experience. Note: Courses must be equivalent to a major field of study (30 semester hours) as shown in option 1 above, plus additional education or appropriate experience.

Education

Providing Proof of Education

To satisfy the educational requirement, submit a copy of your transcripts that includes your name, the name of the educational institution, course title(s), number of credits, grade, and date of completion. Unofficial transcripts or screenshots of electronic/web transcripts with the required information will be accepted at the time of application. You must submit your transcripts according to the application submission details of this announcement. Documents will not be accepted via email or regular mail. If selected, you may be required to provide your official college transcripts prior to the effective date of the personnel action placing you into the new position.

Foreign Education: If your transcripts show education completed in foreign colleges or universities, you must also provide documentation that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in a conventional/accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

Note: One year of full-time graduate education is considered to be the number of credit hours that the school you attended has determined to represent one year of study. If this information cannot be obtained from your school, we will consider 18 semester/27 quarter hours to be equal to one year of full-time study.
