JOB PURPOSE:
Under supervision of the Human Resources Director/ Risk Manager, performs journey level work in the office of Human Resources, such as recruiting, benefits administration, orientation training, and other administrative support functions as may be assigned..
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following:
Participate in the City’s recruitment and selection process, including preparation of job announcements, development of advertisements, fliers, and other application materials.
Assist in the screening of applications and the scheduling, administering and scoring of examinations, and the development of position eligibility lists.
Process applicant files, applicant letters, and arrange oral panel interviews with
departments/divisions.
Prepare personnel action forms for a variety of pay changes (e.g. bi-lingual, education, merit increases, deferred compensation, COLA, promotions, transfers).
Process employment status change requests.
Assures that probationary reviews are conducted in a timely manner and that related increases are reviewed, approved and processed.
Assures that annual reviews are performed and that merit increases are awarded in compliance with City policy.
Plans, organizes and coordinates an orientation training program meeting the common needs of various departments, as well as the specific needs individual departments and functions, as identified by department managers, program administrators, or other City sources.
Prepares and responds to a variety of federal and state reports and employment verification requests.
Prepares and submits state unemployment and disability insurance claims.
Prepares and submits county and state child support documentation requests.
Assists in the administration of the City’s employee benefit programs.
Advises supervisor of necessary changes and issues arising within the benefit program that requires attention or consideration of change.
Resolves problems with insurance carriers, and informs City employees of changes in benefits or coverage.
Explains various health insurance programs to City employees and elected officials.
Acts as liaison between employees and insurance carriers.
Enrolls eligible employees in the City’s cafeteria plan and other City offered benefit programs.
Coordinates benefit payments with insurance companies when necessary.
Prepares termination of various health insurance enrollments, and advises separating employees
of and enroll separating employee in the COBRA program, pension plans and related separation documents.
Initiates, prepares, and coordinates Employee Recognition service information with departments, in accordance with established policy.
Enters and retrieves data and prepares reports from an online or personal computer system, following established formats.
Maintains employment related files and documents in a secure and confidential manner.
Reviews department invoices and warrant requests; and administers department-related contracts.
Establishes and ensures proper maintenance of City personnel records and office files.
Reports to the Director of Human Resources/Personnel Officer.
Performs a variety of other duties as assigned.
MINIMUM QUALIFICATIONS:
Principles and practices of PC’s and related software.
Terminology used in personnel administration.
Personnel practices related to benefits administration.
Personnel selection procedures, classification and salary administration.
Use of oral and written English, spelling, punctuation, and composition.
Basic record keeping principles and practices
Operation of standard office equipment.
EDUCATION and/or EXPERIENCE:
Any combination of education and experience that demonstrates possession of the requisite knowledge, skill and abilities. A typical way to obtain these would be:
High School Diploma or an equivalent certificate or diploma recognized by the State of California.
Associate’s Degree or two (2) full academic years of attendance at a college or university with emphasis in human resources administration, business administration or related field, desirable.
Three (3) to Five (5) years of experience in advanced office/clerical work, preferably in human resources/personnel setting; including experience in recruiting, benefits, training,

Pay: $30,000.00 - $38,000.00 per year
Schedule:
- 8 hour shift
- Monday to Friday
