Duties
  • Respond to accidents and other emergencies involving injuries and illnesses and follow approved department protocols in providing basic life support and performance of non-invasive emergency procedures.
  • Use a variety of hand and power tools to work in all phases of firefighting and rescue operations.
  • Participate as a member of the department hazardous material response team.
  • Respond to fire alarms for all classes of fires, including those involving radioactive and/or hazardous materials, medical emergencies, rescue operations, wild land fires, hazardous material incidents, and aircraft emergencies.
  • Perform firefighting tasks involving structures, equipment, crashes, burning aircraft, wildland fires, vehicle fires and spilled or burning hazardous materials.
  • Assigned as driver/operator of emergency to include firefighting, aircraft crash rescue, ladder, rescue, hazardous materials, and wildland firefighting vehicles assigned to the installation.
  • Conditions of Employment:  Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. Successful completion of pre-employment and periodic subsequent medical examination required by the Department of Defense Instruction Manual (DoDiM) 6055.06 to determine ability to safely perform the duties. 

Details:
  • This position has a lifting requirement up to 50 pounds in the regular performance of duties. 
  • This is a drug testing position. 
  • This position is subject to a pre-employment drug screening, and is subject to random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident. 
  • This position has been designated Mission Essential. 
  • In the event of severe weather conditions or other such emergency type situations the incumbent is required to report to work or remain at work as scheduled to support mission operations. 
  • This position requires the incumbent to wear the prescribed uniform and/or personal protective equipment while on duty. 
  • This position requires shift work to provide coverage on evenings, weekends, holidays, or special situations. 
  • Employee shifts are rotated on a regularly scheduled basis; 48-hour rotating shifts with a work schedule of 144 hours per pay period. 
  • Due to the nature of this position, employees are required to work both planned and unscheduled overtime. 
  • This position performs, as required, mutual aid support to local fire departments. 
  • The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles. 
  • This position may require up to 5% of official travel. 
  • This position requires the successful completion of an annual Job Performance Test.
  • This position requires the incumbent to conform to the requirements set forth in the National Fire Protection Association (NFPA) 1500, Fire Department Occupational Health and Safety Program. This position requires participation in a cardiovascular physical fitness program. 
  • This position requires the successful completion of an annual Emergency Vehicle Operator's Course. Must obtain and maintain Driver Operator? 
  • Mobile Water Supply certification within 24 months of occupying the position, the incumbent.

In order to qualify, you must meet the specialized experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. To qualify at GS-05 Level: Specialized Experience: One year of specialized experience which includes:
  • Controlling or extinguishing structural and non-structural fires as a member of an organized fire department; 
  • Performing rescue operations;
  • Utilizing and maintaining firefighting equipment; 
  • Applying basic first aid to personnel in need of assistance. 

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-04).

OR  Education: Four years of education above the high school level in an accredited college or university in Fire Science, Fire Training, or other related fields of study.

OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide your semester hours of education by 120. Add the two percentages.

To qualify at GS-06 Level Specialized Experience:
  • One year of specialized experience which includes
  • Controlling or extinguishing structural and non-structural fires as a member of an organized fire department; 
  • Performing rescue operations; 
  • Detecting, reducing, or eliminating potential fire hazards; 
  • Responding to basic hazardous incidents. 

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-05).

\NOTE: For the GS-06 grade level you must meet the qualification requirement using experience alone -- no substitution of education for experience is permitted.

To qualify at GS-07 Level: Specialized Experience: One year of specialized experience which includes 1) Controlling or extinguishing structural and non-structural fires as a member of an organized fire department by operating firefighting equipment; 2) Performing rescue operations; 3) Controlling hazardous material spills and releases; 4) Providing training in fire protection and prevention; 5) Administering emergency medical care to victims; or (6) Developing, implementing, or providing training in fire protection and prevention. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-06).

NOTE: For the GS-07 grade level you must meet the qualification requirement using experience alone -- no substitution of education for experience is permitted.

In addition to meeting the experience requirements above, applicants must also possess the following certifications through the Department of Defense (DoD) Fire and Emergency Services Certification System, International Fire Service Accreditation Congress (IFSAC), or the Fire Service Professional Qualifications System (PRO-Board) in accordance with DoD 6055.06-M, AND a State or National Registry EMT Certification Card indicating a future expiration date when applicable:

CERTIFICATION REQUIREMENTS:

GS-05: Must possess and maintain the Firefighter I and II Certifications.

(You must obtain Driver Operator - Pumper, Airport Firefighter, Driver Operator - Airport Rescue Firefighter (ARFF) certifications within 180 days of employment.)

GS-06: Must possess and maintain Firefighter I, Firefighter II, Airport Firefighter, Driver Operator - Pumper, Driver Operator - (ARFF) Certifications.

(You must obtain the HAZMAT Technician Certification and the Emergency Medical Technician (EMT) Certification within 180 days of employment.)

GS-07: Must possess the Emergency Medical Technician, and the Driver Operator - Aerial Certification. You are required to maintain certifications within the DoD Fire and Emergency Services Firefighter Certification System, Fire Service Professional Qualifications System (FSPQS) / ProBoard, or International Fire Service Accreditation Congress (IFSAC).

NOTE: Within the first year / 24 months of occupying the position, the incumbent must obtain and continue to maintain the Driver Operator - Mobile Water Supply Certification within 24 months of appointment. The position required to obtain and maintain all regulatory required licenses and/or certifications.

To qualify at the GS-07 grade level you must provide the following DoD IFSAC or Pro-Board issued certifications: Firefighter I, Firefighter II, Airport Firefighter, Hazardous Materials Technician, Driver/Operator ARFF, and Driver/Operator Pumper Certifications. The National Registry Emergency Medical Technician (NREMT) Certification must issue by a state or National Registry certified through DoD Fire and Emergency Services Certification System.
