Duties

  • Strategically manages Bureau data assets, removes barriers and bottlenecks in accessing data, and helps leadership leverage data for foreign policy and management decision making.
  • Cultivates data habits and establishes data culture within the Bureau to include talent initiatives, training, and communications.
  • Provides oversight and accountability for the development and maintenance of data programs, platforms, and tools in the assigned Bureau.
  • Advises Bureau leaders on data-related matters, including lending subject matter expertise on issues such as data visualization, data insights, automation, and artificial intelligence applications; leads and advances the Bureau's data maturity.
  • Provides management and supervision duties: Coordinating, scheduling, overseeing, tracking, managing information flow and data efforts, negotiating priorities and supervising staff.

Qualifications

Applicants must meet all the qualification requirements described below by the closing date of this announcement. If you are qualifying based on education OR if there are mandatory education requirements listed below, you MUST submit a copy of your college transcript with your application.

Applicants MUST meet the required basic entry qualification requirements described below:

BASIC REQUIREMENTS: Have an undergraduate or graduate degree from an accredited college or university in mathematics, statistics, computer science, data science or field directly related to the position. The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position; OR Have a combination of education and experience: Courses equivalent to a major field of study (30 semester hours) as shown above, plus additional education or appropriate experience.

IN ADDITION to the basic requirements, this position requires one year of specialized experience equivalent to at least the GS-14 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:
  • Experience leading high-priority, high visibility programs and using modern technology and advanced analytics to drive evidence-based policy and operational program decision making.
  • Experience providing authoritative direction and guidance to executive level officials pertaining to data issues and Artificial Intelligence (AI) programs.
  • Experience developing and providing oversight on data programs, platforms, and tools.
  • Experience planning and conducting data analysis related to foreign policy, national security, intelligence analysis, criminal justice, and law enforcement activities.
