What are the responsibilities and job description for the Document Design Officer position at USAJOBS?

Duties

  • Serves as a technical authority for the Department on travel document design, specifications, security features, and technical performance to improve the integrity of travel documents, deter fraudulent activities and documents.
  • Prepares in-depth reports of analytical findings including identification of vulnerabilities and recommendations for corrective actions.
  • Advises appropriate organizations, both domestic and international, in developing and recommending new or revised policies and standards governing the design, issuance, rejection, cancellation, and destruction of travel documents.
  • Serves as Contracting Officer's Representative (COR) or Government Technical Monitor (GTM), advising Contracting Officers in the development of Statements of Work and specifications for travel document -related acquisitions.
  • Coordinates interactions with other government agencies and commercial vendors regarding the design, development, testing, and implementation of travel document security technology.

  • Must be able to obtain and maintain a Top Secret security clearance.
  • Statement of Employment & Financial Interest required prior to appointment.

Qualifications

Applicants must meet all the required qualification requirements described below by the closing date of this announcement. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.

Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.

Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.

Qualifying Specialized Experience Must Demonstrate The Following

  • Experience in analyzing manufacturing defects, alterations, forged or counterfeit documents from other government agencies or authorities.
  • Experience in providing authoritative technical advice and guidance in the evaluation and implementation of new designs for travel documents; and
  • Experience in planning and overseeing the testing of document materials and components and finished documents.

There is no substitute of education for specialized experience for the GS-14 position.
