Essential Duties:
- Administer multiple government contracts from cradle to grave.
- Monitor contract performance for compliance with contractual terms and potential change control events.
- Lead and finalize the negotiation of a variety of contractual documents such as task orders, contracts, subcontracts, modifications, NDAs, and teaming agreements.
- Stay up to date on government, legal and procedural requirements and trends regarding procurement policies and communicate material changes in requirements/trends to leadership.
- Work with different levels of personnel within the organization to analyze and solidify an overall contract strategy.
- Review and update existing contracts and modifications.
- Prepare and distribute contract briefs and revisions summarizing contractual and funding requirements in accordance with company policy.
- Maintain organized system of all contract records within SharePoint in accordance with company policies.
- Perform contract closeout as needed.
- Monitor contract performance including contract deadlines and terms and conditions.
- Track authorizations and correspondence.
- Report status of current contract processes to management.
- Resolve any existing contract conflicts.
- Create language standards and rules for existing and new contracts, NDAs and Teaming Agreements.
- Serve as a liaison between internal and external parties during contract development and negotiation stages.
- Negotiate terms, conditions and pricing, and ensure they are accurately executed and satisfied.
- Follow up on any contractual payment issues and analyze and mitigate potential risks contract changes may pose to the organization.
- Stay up-to-date with legislative changes that may impact current or new contract awards.
- Become proficient in Costpoint ensuring orders are properly entered and managed.
- Review RFPs/RFQs to support the proposal manager in determining requirements, strategy and assessing full compliance in our proposals; participate in proposal activities as required, to include the final signature and submission of proposals.
- Work with proposal development team in support of RFP/RFQ/RFI requirements.
- Coordinate actions with internal procurement and pricing team as needed.
- Additional duties as assigned.
Job Knowledge, Skills, and Abilities:
- Proficient with Microsoft Office applications (e.g., Word, PowerPoint, Excel, Access, and Outlook).
- Large business experience in government contracting and understanding of business and legal processes.
- Solid working knowledge of FAR, DFARs and other agency supplements, RFP analysis and proposal preparation, expertise in multiple contract types (IDIQ, T&M, CPFF, etc.) and in reviewing and processing NDAs and Teaming Agreements.
- Working to expert knowledge of contracting concepts, Uniform Commercial Code, applicable public contract acquisition law and regulations, and applicable international contract law.
- Demonstrated strong analytical, interpersonal, verbal, and written communication skills; proven negotiation skills.
- Good presentation, leadership and team-building skills and use of independent judgment and creativity applied to resolution of contract issues.
- Ability to work with a diverse population, maintain strict confidentiality.
- Demonstrated strong work ethic.
Required Qualifications:
- A minimum of 10 years of professional experience working with United States Government contracts and/or subcontract administration and/or purchasing
Education/ Certification:
- Bachelor’s degree in Business Administration, Contracts/Acquisition Management, Economics, Accounting, Liberal Arts, Engineering or related field, from an accredited institution OR additional years of relevant experience may be substituted in lieu of degree requirement.
Work Environment: Standard office working conditions
Required Clearance: Secret
Travel: Periodic travel to our corporate NC office and additional travel as required.
