This position supports the Undersea Warfighting Development Center (UWDC) as a Mine Warfare Analyst in the N5 Department at UWDC San Diego, CA.

JOB RESPONSIBILITES

  1. Provide subject matter expertise (SME) for the undersea warfare (USW) program, doctrine, tactical development, and experimentation.
  2. Provide oversight, coordination, and direction for activities of the plans and policy and warfare integration within the submarine force, including joint undersea warfighting concept (JUSWC).
  3. Provide SME for the mine warfare (MIW) program, mine warfare doctrine, tactical development, and experimentation.
  4. Interface at the staff, Senior Executive Service (SES), and Flag Officer levels with the offices of Chief of Naval Operations (CNO), Commander U.S. Fleet Forces Command (USFF), Commander U.S. Pacific Fleet (CPF), Numbered Fleet Commanders, Program Executive Offices (PEO), Operational Agents (OAs) of Fleet Collaborative Teams and sea trial initiatives, Commander Naval Warfare Development Command (NWDC), and other organizations.
  5. Develop doctrine, concept of operations (CONOPS) and tactics, techniques, and procedures (TTP) for MIW and USW.
  6. Conduct analytical studies of doctrine, policies, and issues, which have a major impact on national deterrence policy in development/improvement of long-range plans such as war, mobility, mobilization, deployment, and similar operations or contingency plans.
  7. Facilitate maritime mining doctrine and tactical development to guide the direction and articulation of the submarine force mining mission.
  8. Serve as a SME for doctrine and tactical development, and support alignment of doctrine development efforts for maritime mining missions.
  9. Serve as a bridge across organizational lines and support the N5 assistant chief of staff (ACoS) department head on doctrine and tactical development for maritime mining and undersea warfighting.
  10. Offer expert advice and analysis with respect to maritime mining policy and TTPs supporting Navy and Joint USW programs, operational and tactical employment of delivery systems.
  11. Advise the Commander and Deputy Commander on actions necessary to ensure command readiness to meet Contingency Operations and Operational Plan (CONPLAN/OPLAN) requirements levied on the Department of the Navy with respect to maritime mining.
  12. Deliver primary subject matter expertise supporting a broad range of highly complex mining studies requiring qualitative and quantitative analyses of programs, policies, to improve USW operations, weapons, weapon systems, tactics, training and strategy.
  13. Evaluate the impact of new technologies on current systems, policies, CONOPS, and operational doctrine.
  14. Apply mastery of maritime mining processes, and provide vision, planning, and analysis of key mining initiatives as directed by the Commander to include requirements definition, assessments, and analysis of capability and capacity gaps.
  15. Advise and participate in working groups within the Navy component structure to ensure essential stakeholder commands are aware of mining capabilities and capacities (and any associated gaps) and that UWDC efforts are focused on the most important and achievable means to improve mining readiness.
  16. Prepare correspondence and other documentation (i.e. formal letters, position papers, reports, staff studies, staff summary packages, briefings, charts, etc.), deliver briefings, lead strategy sessions, and consult with senior officials to articulate the Commander's intent and position across all areas of command responsibility.


  • Subject matter expertise in mine warfare (MIW) and undersea warfighting (USW) policies, principles, TTPs, equipment and responsibilities across strategic, operational, and tactical levels of war.
  • Three years of experience in development and execution of maritime USW and/or mining plans.
  • Expert knowledge of strategic planning theories, concepts, systems, and national security decision-making process.
  • Knowledge of current and emerging technologies supporting maritime mining operations.
  • Knowledge of Navy, DoD, and Joint Doctrine, development, and organizational design and materiel development process to serve as subject matter expert and ensure thorough linkage with Joint Service and North Atlantic Treaty Organization (NATO) doctrine and TTP.
  • Ability to interface and communicate with internal and external stakeholders and customers to quickly ascertain requirements and cooperate to fulfill those requirements within existing technology and resource constraints.
  • Exceptional writing skills to develop executive level correspondence at the Flag/SES level.
  • Proficiency in the use of Microsoft Office applications including MS Office, Word, Excel, PowerPoint, Sharepoint.
  • Demonstrated superior attention to detail, coupled with a proven history of working issues with other staff members, understanding their requirements, and the ability to solve problems independently.
  • Ability to work full-time, 40 hours per week, at UWDC San Diego.
  • U.S.A. citizenship.
  • Ability to obtain and maintain a passport and driver's license.
  • Ability to travel domestically and internationally.
  • Ability to obtain and maintain a TS/SCI/SAP clearance.

Education:

  • Bachelor degree in a technical field or equivalent education/experience.
