The State of Wisconsin is Seeking (3) Business Analyst-Consultant-IV
This position will be assigned to the Office of IT Coordination within the Division of Employment and
Training at the Department of Workforce Development and will be responsible for leading application
development and Business Intelligence (BI) projects for the Division as a Business Solutions Manager
(part Project Manager, part Business Analyst). The incumbent will be responsible for liasing with State
and partner staff, as well as end users, to determine whether system modifications are needed as a result
of policy changes, user requests and/or other events. This position is expected to facilitate planning
meetings and coordinate the development and testing of needed application and BI changes, which
requires comprehensive knowledge of program policy development and operations, systems design, user
acceptance testing, systems implementation and follow-up. This position is also responsible for
requirements gathering, story creation and business process documentation. The systems supported and
to be developed by this position have a significant impact on the day-to-day operations of workforce
development programs serving job seekers and employers throughout the state of Wisconsin.
Hardware/Software Environment:
The applications used to administer the Division's programs are primarily web-based and are developed
in the MS .Net environment. Active Directory (AD) is used to administer user access to these systems.
Team Foundation Server (TFS) is used to track system requests, project status, and coordinate User
Acceptance Testing (UAT) issue resolution.
