Intensive Case Management Services (ICMS) Program Manager

Venice Community Housing (VCH) supports and builds equitable and inclusive communities by providing affordable housing with supportive services, education, employment programs, and public policy advocacy that advances racial and economic justice. VCH is a community-based, nonprofit organization engaged in a variety of housing and community development programs. VCH owns and manages 252 units of affordable and supportive housing, as well as an addition 28 units of interim housing, and is in a period of growth with over 500 units in predevelopment/construction stages.
The Resident Services Department of VCH provides programs and services that seek to stabilize, engage, and empower tenants. The team does this through various programs and services, which includes but is not limited to providing case management services, educational workshops, tenant engagement activities, supportive services resources and referral, after school programs, and providing shelter to families in search of permanent housing.
The Program Manager will work to ensure VCH is meeting all intensive case management services (ICMS) program requirements and best practices, including supervising the ICMS Case Managers and monitoring and completing all required documentation and reporting. The Program Manager works collaboratively with the Resident Services management team in an effort to ensure that the department is successful in fulfilling its commitments to all tenants. The position reports to the Director of Resident Services.
ESSENTIAL FUNCTIONS:
  • Provide direct supervision and guide the daily work of the ICMS team members.
  • Provide ongoing support, accountability and evaluation for the Case Managers, including but not limited to coordinating the professional growth of the team, such as organizing professional development opportunities, creating spaces for guidance and debriefing, problem solving, etc.
  • Contribute to the management of budgets, contract compliance, and reporting requirements for relevant funding sources related to VCH's ICMS contracts.
  • Ensure the collection and accuracy of all data necessary across all databases and platforms, to meet all funding requirements, measure program outcomes for all of VCH's contracts and internal monitoring and evaluation.
  • Actively participate in and provide leadership in the lease up of new PSH tenants, as part of the vacancy filling process.
  • Lead the team on implementing evidence-based practices such as: Housing First, Harm Reduction, Motivational Interviewing, and Trauma-Informed Care.
  • Provide evidence-based practices in service delivery in all areas of case management services in the areas of, but not limited to: independent living skills, housing stabilization, money management, community integration, employment, benefits establishment, and linkage to community providers for problematic substance use, primary and mental health care, and all other services needed to assist clients in reaching their treatment plan goals.
  • Ability and willingness to support with de-escalation, crisis response, and support to people who have experienced homelessness or chronic homelessness.
  • Mediate and advocate to support tenants in obtaining and maintaining housing, health care benefits, entitlements, transportation, etc.
  • Ensure tenant files are up to date with all file paperwork including but not limited to assessments, case notes, consents, ISPs, homeless/disability verifications, and overall general documentation.
  • Research and develop relationships with community resources to address the needs of formerly chronically homeless individuals.
  • Participate in the VCH management team, departmental and organizational meetings, collaborative networks, as well as training opportunities and events, as needed.
  • Help model and implement VCH’s shared leadership model, advocacy priorities, and other VCH management principles.
  • Other duties as assigned.

QUALIFICATIONS:
  • Bachelor’s degree in social science or related field; or equivalent work and/or lived experience.
  • At least four years of experience working with homeless or formerly homeless individuals with substance abuse, mental health issues, and/or chronic health conditions.
  • Bilingual Spanish-English a plus.
  • Experience providing counseling and/or case management, LA County ICMS model preferred.
  • Effective communication with individuals who have experienced trauma.
  • Must have excellent communication skills and ability to work well with staff and partners.
  • Must be computer and database literate.
  • Reliable transportation and valid California Driver License and proof of insurance is required.
  • Must agree to criminal background check.

PHYSICAL REQUIREMENTS:
Stationary position 70% of the time. Operates a computer and other office machinery such as fax, copy machine, phone. Occasionally ascends/descends stairs, move inside and outside the office, apartments, buildings, etc. Ability to lift up to 20 pounds. Required to have visual acuity to perform the following tasks: operate a motor vehicle, viewing a computer terminal, reading and writing.
SALARY:
The starting salary range for the position is $68,000 - $72,000 plus benefits including medical, dental, vision, life, Aflac, 403 (b), vacation, sick time, 14 holidays, 2 personal days, and modified work week schedule available for one Monday or Friday off every four weeks. This is a full-time, exempt position. Some hybrid/work from home available.
