WHAT WE OFFER
The County of Ventura offers an attractive compensation and benefits package. In addition to the annual salary an employee within these positions may also be eligible for the following:
- Educational Incentive - An educational incentive of 2.5% for completion of an associate degree, 3.5% for completion of a bachelor degree, OR 5% for completion of a graduate degree.
- CPA Premium - An incumbent accredited as a Certified Public Accountant (CPA) may receive a premium of 5%; the certification must remain active and current to receive this benefit. An incumbent receives either the Educational Incentive or the CPA Incentive whichever is greater but not both.
- Bilingual Incentive - Incumbents may also be eligible for bilingual incentive depending upon operational needs and certification of skill.
- Paid Vacation – Incumbents can accrue up to 208 hours per year, increasing to 288 hours per year after five (5) or more years of service.
- Annual Leave Redemption – The option to cash out up to 100 hours out of 208 total accrued Annual Leave hours per year.
- Deferred Compensation - Eligible to participate in the County's 401(k) Shared Savings Plan and/or the Section 457 Plan. This position is eligible for up to a 3% match on your 401(k) contributions.
- Health Plans – Employees are afforded a flexible credit allowance for purchasing medical, dental, and/or vision insurance from a group of authorized plans.
- Flexible Spending Accounts - Choice of participation in Flexible Spending Accounts which increase spending power through reimbursement of pre-tax dollars for IRS- approved dependent care and health care expenses.
- Pension Plan - Both the County and employees contribute to the County's defined pension plan and to Social Security. If eligible, reciprocity may be established with other public retirement systems, such as CalPERS.
- Holidays - 11 paid days per year which includes a scheduled floating holiday.
NEW HIRE/ REFERRAL INCENTIVES
Subject to the applicable section of the Management Resolution (Secs. 625 – 627 (Download PDF reader)):
Upon request of the appointing authority and the CEO or their designee new hires may be eligible for the following:
- A one-time New Hire Incentive of up to 10% of the current annual base wage
- In compliance with specific requirements, a regular employee may be eligible for an Employee Referral Incentive of $500
Under general direction, plans, organizes and directs the fiscal activities and operations in the Treasury division of the Office of the Treasurer-Tax Collector; participates in the development of fiscal goals, objectives, policies and procedures; analyzes the division's fiscal data requirements and directs the development and implementation of systems and procedures to meet those requirements; directly and through subordinate staff, selects, trains, and supervises supervisory, professional, technical, and clerical accounting staff; coordinates assigned activities with agencies, departments, divisions, and outside agencies; and provides highly responsible and complex administrative support to higher level management and executive staff.

Job Title: Manager, Accounting- Treasurer Tax Collector
The Manager, Accounting- Treasurer Tax Collector classification is an unrepresented, management classification and is not eligible for overtime.
The eligible list established from this recruitment may be used to fill current and future Regular (including Temporary, Fixed-Term), Intermittent, and Extra Help and similar vacancies within the Treasurer-Tax Collector. There is currently one (1) Regular vacancy.
TENTATIVE SCHEDULE
OPENING DATE: October 03, 2022

- Plans, organizes, manages and directs the fiscal activities, operations, and services in the Treasury division of the Office of the Treasurer-Tax Collector; manages and participates in the development of fiscal goals, objectives, policies and procedures;
- Manages sufficient funds to meet expenditure needs and supervises the receipt, custody, and disbursement of County funds;
- Provides management oversight to daily operations, banking relationships, cash management, investment, bank reconciliation, interest apportionment, cashiering and balancing; calculating treasury operational costs, monitoring banking and custodian fees;
- Provides management oversight of investment functions and performs investment duties and cash flow responsibilities, if needed;
- Selects, trains, and supervises supervisory, professional, technical, and accounting staff; organizes and assigns appropriate workload levels; assigns and reviews work, establishes performance standards and evaluates work; provides or coordinates staff training; conducts performance evaluations; implements discipline procedures; ensures the provision of a high performing finance operation to serve the needs of the department and the County;
- Develops, recommends, and implements operational objectives and organizational structure for the Treasury and Investment units to ensure efficient organization, adequate internal controls, and timely completion of work;
- Assists in developing the division's annual budget; monitors and controls division budget to ensure conformance with plans.
- Administers quarterly and annual cash and investment audits;
- Analyzes the division's overall fiscal data requirements for its various operations and directs the development and implementation of systems, policies and procedures to meet those requirements;
- Directs the preparation of various comprehensive financial, management and various reports such as the GAAP financial statements for the Treasury which includes a Statement of Net Assets, a Statement of Changes in Net Assets with Notes, and a Management Discussion and Analysis;
- Reviews the County's investment portfolio's performance on a daily basis and makes recommendations to executives for updating the Investment Policy and Guidelines as needed;
- Reviews investment data and financial statements for reports to the Auditor-Controller, Board of Supervisors, investment pool stakeholders and Treasury Oversight Committee;
- Reviews, evaluates, and negotiates various banking, custodian, and vendor service contracts; acts as a liaison between banking, investment, and safekeeping services and disseminates financial services to the County's agencies;
- Develops, evaluates, and implements programs, policies, and procedures to promote efficient cash management, treasury, and investment operations and ensure appropriate internal controls, and security of data, systems, and operations;
- Reviews, analyzes, and implements new and existing legislation, regulations, and laws; researches financial, treasury, and banking issues and concerns; conducts highly complex studies; prepares, directs, and reviews a variety of complex financial, operational, management, and statistical reports; implement and direct new functions or requirements;
- Builds and maintains partnerships with various internal and external stakeholders; coordinates treasury and banking activities with agencies, school districts, and colleges; communicates with other departments, governmental agencies, and outside organizations to exchange information and resolve issues and concerns;
- Attends and conducts a variety of meetings including management and staff meetings;
- Serves as project manager on assigned projects; and
- Performs other related duties as required.
EDUCATION, TRAINING, and EXPERIENCE
Extensive education and experience which has led to the acquisition of the required knowledge, skills and abilities.
An example of qualifying education and experience includes:
- Bachelor's degree with at least eighteen (18) semester units of college-level accounting coursework, including one (1) semester of Managerial Accounting and one additional upper division business related course, PLUS:
- Five (5) years of progressively responsible professional accounting, auditing, banking or treasury experience of which four (4) years must be at a supervisory or management level with responsibilities for fiscal operations, program development or project management; OR two (2) years as a Manager, Accounting II for the County of Ventura.
Education/Experience Substitutions
A Master's degree in Business Administration (MBA) degree, Certified Public Accountant (CPA) license, Certified Information Systems Auditor (CISA) designation, or a Project Management Professional (PMP) certification may be substituted for one (1) year of professional accounting/auditing experience for a maximum substitution limit of one (1) year experience.
Verification of the required college degree and eighteen (18) semester units of college-level accounting coursework, including one (1) semester of Managerial Accounting and one (1) additional upper division business related course is required:

Knowledge of: operations, services and activities of a County Treasury department including, but not limited to, finance, investment, accounting, and revenue collection; Generally Accepted Accounting Principles; principles and procedures of general government accounting as it pertains to government finance, banking, and treasury functions; State laws and accepted procedures/practices for investing public funds; banking procedures for maintaining good internal controls over the depositing and accounting of funds into the County’s Treasury and general ledger; industry standards for wiring, settling, accepting, or rejecting large money transactions; California’s Revenue and Taxation Codes, State & Federal law, Government Code, local regulations and rules governing assigned activities; principles, practices and techniques of effective organization, supervision, training, and personnel management; computerized accounting and electronic data processing procedures, methods, and office equipment; principles and practices of effective customer service; office practices, including filing, record keeping and control systems; investment principles and math of finance; principles and practices of cash management and budgetary control; correct English usage, grammar, spelling, punctuation and vocabulary.
Skill in: management and leadership; planning, directing, controlling, and leading fiscal operations, staff and services; relationship building; interpreting and applying the provision of codes, regulations, statutes, and ordinances relevant to treasury operations; developing and implementing fiscal monitoring and control mechanisms; planning and implementing the application of automated systems for financial reporting and treasury/investment/accounting purposes; developing and conducting effective presentations to County management, executives, Board of Supervisors and the general public; use of computers and related technology including software applications specific to work performed.

SUPPLEMENTAL QUESTIONNAIRE - qualifying
All applicants are required to complete and submit the questionnaire for this examination at the time of filing. The supplemental questionnaire may be used throughout the examination process to assist in determining each applicant's qualifications and acceptability for the position. APPLICATION EVALUATION - qualifying
All applications will be reviewed to determine whether or not the stated requirements are met. Those individuals meeting the stated requirements will be invited to continue to the next step in the examination process.
TRAINING & EXPERIENCE EVALUATION: A Training and Experience Evaluation (T&E) is a structured evaluation of the job application materials submitted by a candidate, including the written responses to the supplemental questionnaire. The T&E is NOT a determination of whether the candidate meets the stated requirements; rather, the T&E is one method for determining who are the better qualified among those who have shown that they meet the stated requirements. In a T&E, applications are either scored or rank ordered according to criteria that most closely meet the business needs of the department. Candidates are typically scored/ranked in relation to one another; consequently, when the pool of candidates is exceptionally strong, many qualified candidates may receive a score or rank which is moderate or even low resulting in them not being advanced in the process.
NOTE: The selection process will likely consist of an Oral Exam, which may be preceded by or replaced with the score from a Training and Experience Evaluation (T&E), contingent upon the size and quality of the candidate pool. In a typical T&E, your training and experience are evaluated in relation to the background, experience and factors identified for successful job performance during a job analysis. ORAL EXAM – 100%: A job-related oral exam may be conducted to evaluate and compare participating applicants' knowledge, skills, and abilities in relation to those factors which job analysis has determined to be essential for successful performance of the job. Applicants must earn a score of seventy percent (70%) or higher to qualify for placement on the eligible list.
Note: If there are three (3) or fewer qualified applicants, an oral exam will not be conducted. Instead, a score of seventy percent (70%) will be assigned to each application, and each applicant will be placed on the eligible list.
Applicants successfully completing the examination process may be placed on an eligible list for a period of one (1) year.
