The Program Specialist (PS) position is located at the Huntington, WV. VA Regional Office (VARO) Director's Office. The Program Specialist is responsible for providing performance management and technical support for the regional office HR program. The incumbent is the key advisor to the Director and the Division Chiefs on all human resources issues and coordinates directly with the HR Center.

To qualify for the Grade Level GS-09: Applicants must have one (1) year of specialized experience equivalent to at least the next lower grade (GS-07) in the normal line of progression for the occupation in federal or other service that equipped the applicant with the knowledge, skills and abilities (KSA's) to perform successfully the duties of the position.

Specialized Experience is defined as:1) Guide employees in resolving primarily common work-related or personal problems; 2) Provide leaders and employees with information and interpretations of the organization's policies, procedures, and guidelines; AND 3) Provide advice regarding appropriateness of personnel actions.

OR

Applicants may substitute education for the experience required. For grade (GS-09): a master's or equivalent graduate degree; or two full years (36 semester hours) of progressively higher-level graduate education leading to such a degree; or LL.B. or J.D., if related. Such education must demonstrate the knowledge, skills and abilities necessary to do the work.

OR

Applicants may also combine education and experience to qualify. To calculate, first identify the percentage of required education you have earned. Only graduate level education in excess of the amount required for the next lower grade level may be used in combination with experience. For example, for grade GS-9, only graduate level education beyond the first year of study (18 semester hours or the equivalent) may be combined with experience to meet total qualifications. Example: The position to be filled is at grade GS-9. You have 6 months of specialized experience equivalent to grade GS-7, and you have completed 27 semester hours of graduate level education. You meet 50 percent of the qualifications required through experience. You also meet 50 percent of the qualifications required through experience. You are eligible because both percentages in this example together will add up to 100 percent. Your first year of graduate study is not qualifying for GS-9.

It is your responsibility to provide documentation or proof that you have met the applicable educational requirements for substitution if you are claiming education in lieu of experience. Applications submitted without the required supporting documents will not be accepted. An unofficial transcript; statement from the institution's registrar, dean, or other appropriate official; or equivalent documentation is acceptable at the time of application. Education submitted must be appropriately accredited by an accrediting body recognized by the Secretary of the U.S. Department of Education. To qualify for the Grade Level GS-11: Applicants must have one (1) year of specialized experience equivalent to at least the next lower grade (GS-09) in the normal line of progression for the occupation in federal or other service that equipped the applicant with the knowledge, skills and abilities (KSA's) to perform successfully the duties of the position.

Specialized Experience is defined as: 1) Provide advisory services to leaders and employees on a range of human resources concepts, laws, and policies; 2) Assist leadership in solving a range of complex problems and issues; AND 3) Participate in policy development groups or projects based on broad organizational requirements.

OR

Applicants may substitute education for experience at grade GS-11. A Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education leading to such a degree, or LL.M., if related.

OR

Applicants may combine education and experience to qualify for grade GS-11. To calculate, first identify the education you have earned beyond your first two years (or 36 semester hours) of study as a percentage of the education required. Then identify the number of months of specialized experience you have as a percentage of 12 months. Add the two percentages. The total must equal at least 100 percent in order to be qualifying. For example, an applicant who has 45 semester hours (or 9 semester hours beyond the first two years) of graduate level education (i.e, 50% of graduate education required beyond the first 36 semester hours earned) and who has 6 months of creditable specialized experience (i.e., 50% of the one year of specialized experience required) would meet 100% and thus would be qualified for the position.

To qualify for the Grade Level GS-12: Applicants must have one (1) year of specialized experience equivalent to at least the next lower grade (GS-11) in the normal line of progression for the occupation in federal or other service that equipped the applicant with the knowledge, skills and abilities (KSA's) to perform successfully the duties of the position.

Specialized Experience is defined as: 1) Provide advice and guidance in the areas of classification, staffing, and recruitment; 2) Defending agency actions in front of a 3rd party hearing (such as FLRA, MSPB); AND 3) Experience as the chief negotiator in labor negotiations.

There is no educational substitution allowed for grade level GS-12.

Note: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge and skills, and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience you document, to include volunteer experience.

Salary : $54,727 - $103,176
