The Program Manager manages all components of Procurement, Inventory Management, Reverse Distribution and Pharmaceutical destruction operations for the Martinsburg VA Medical Center. This includes compliance oversight of all pharmacists, technicians, trainees, and other supportive personnel involved in procurement, inventory management, destruction, and reverse distribution.

Qualifications:

  • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • Education (1) Graduate of an Accreditation Council for Pharmacy Education (ACPE) accredited College or School of Pharmacy with a baccalaureate degree in pharmacy (BS Pharmacy) and/or a Doctor of Pharmacy (Pharm.D.) degree.
    • Graduates of foreign pharmacy degree programs meet the educational requirement if the graduate can provide proof of achieving the Foreign Pharmacy Graduate Examination Commission (FPGEC) Certification, which includes passing the Foreign Pharmacy Graduate Equivalency Examination (FPGEE) and the Test of English as a Foreign Language Internet-Based Test (TOEFL IBT).
  • Licensure. Full, current, and unrestricted license to practice pharmacy in a State, Territory, Commonwealth of the United States (i.e., Puerto Rico), or the District of Columbia. The pharmacist must maintain current registration if this is a requirement for maintaining full, current, and unrestricted licensure.
  • Physical Requirements. See VA Directive and Handbook 5019.
  • English Language Proficiency. Pharmacists must be proficient in spoken and written English as required by 38 U.S.C. 7402(d), and 7407(d
  • Grade Determinations: In addition to the basic requirements for employment, the following criteria must be met when determining the grade of candidates.
GS-13 Inventory Manager (Pharmacy Supervisor)
  • Experience or Education. In addition to the basic requirements, candidates must have 1 year of experience equivalent to the next lower grade level (GS-12) AND possess the following KSAs:
  • GS-13 Knowledge, skills, and abilities (KSAs):
    • Ability to effectively supervise subordinate staff.
    • Ability to communicate orally and in writing to persuade and influence clinical and management decisions.
    • Expert understanding of regulatory and quality standards pertaining to pharmacy.
    • Skill in managing people or programs.
Physical Requirements: The physical demand of the work includes Moderate lifting, 15-44 pounds; light lifting, under 15 pounds; moderate carrying, 15-44 pounds; pushing up to 4 hours; reaching above shoulder; use of fingers, good dexterity (both hands required); walking, up to 4 hours; standing, 6 hours prolonged; kneeling; repeated bending.

References: The incumbent must meet the Hybrid Title 38 occupation qualification standards as stated in the VA Handbook 5005/55, Part II, Appendix G-15, Pharmacist Qualification Standards.

Responsibilities:

Major Duties:

PROGRAM MANAGEMENT AND SUPERVISORY
  • Provides management and direct supervision for the Pharmacy Service Procurement Technicians.
  • Develops and validates competency of direct subordinates in all applicable aspects of pharmacy practice with a focus on procurement activities.
  • Presents to upper management on a routine basis: expenditure reports, cost analysis, stock usage, budget forecast, drug shortages, drug recalls and new product cost impact.
  • Maintains sufficient inventory for the needs of the Medical Center, yet not exceeding budget allowance.
  • Serve as purchase card holder and complies with all the acquisition regulations, both Federal, VA and local to include small business and mandatory sources.
  • Responsible for processing 1358s, 2237s, and purchase card orders for obligating appropriate funds for pharmacy service budget.
  • Functions as a Contracting Officer's Representative (COR) and prepares contracting requests for Pharmacy Service.
  • Oversees that the maintenance of stock is in an orderly and clean work environment.
  • Serves as the Pharmacy Service drug recall coordinator managing all medication recalls, including notification to staff and affected patients.
  • Coordinates the purchase and record keeping of all REMS medications.
  • Assures correct storage requirement of pharmaceuticals. Assures that received stock is put away as soon after its receipt as possible.
  • Maintains documentation of borrow/loan actions with other institutions in the area. All loans must be recovered, and all borrowed items repaid as soon as possible.
  • Serves on committees as assigned by the Chief of Pharmacy and designee
  • Freely and willingly provides the necessary technical knowledge and assistance as required to support pharmacy operations. The Program Manager will also be expected to willingly exchange ideas, assist and provide support as a team player with the pharmacy staff and actively seek and maintain face-to-face contact in the usual work areas with other members of Pharmacy Service.
  • Ensures oversight and compliance with the Drug Supply Chain Security Act (DSCSA).
  • Ensures appropriate oversight of inventory within automated equipment and efficient rotation of stock.
CLINICAL
  • Makes clinical recommendations to aid in the selection of substitute medication when those requested are not available or when a more cost-effective approach is appropriate.
  • Provides patient education as needed through verbal or written communication.
  • Provides consultation with providers and other health care team members on drug information.
EDUCATION
  • Creates an environment to stimulate, encourage and support the participation of pharmacy Personnel in inventory management.
  • Completes all mandatory training as required by local, VISN and national mandates within established timeframes and submits documentation of training to the Pharmacy Service Administrative Officer. Assures timely completion of all internally assigned employee education modules.
  • Helps to orient new employees in overall procedures and activities of the Pharmacy.
  • Assists with the training responsibilities for Pharmacy residents and students during their rotational period through the Pharmacy Service.
  • Educates medical staff regarding formulary management, approved clinical guidelines and the cost-efficient use of drugs. Education is provided through in-services and one-on-one encounters. Where possible, uses before and after data to assess the impact of these educational interventions.
RESEARCH
  • Encourages and assists with the development of pharmacy-based research that focuses on pharmaceutical care issues.
  • Uses quality improvement tools and techniques to make data-driven, patient-focused enhancements within the service involving front-line staff in the process.
Work Schedule: Monday through Friday, 7:30am - 4:00pm. Work schedule may change for special circumstances.
