The incumbent of this position is responsible for the overall supervision and direction of multiple technical shop areas like for carpentry, painting, and locksmith work, as required, within the Facilities Management Service at the VA SORCC, White City, Oregon and two supporting outpatient clinics.

EXPERIENCE: Must have a minimum of three (3) years of supervisory experience, you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position. Evidence which demonstrates you possess the knowledge, skills, and ability to perform the duties of this position must be supported by detailed descriptions of such on your resume. Applicants will be rated in accordance with the OPM Federal Wage System Qualification Standards.

SCREEN-OUT ELEMENT: Your qualifications will first be evaluated against the prescribed screen out element, which usually appears as question 1 in the on-line questionnaire. Those applicants who appear to possess at least the minimal acceptable qualification requirement are considered for further rating; those who do not are rated ineligible and are eliminated. The ability to Lead or Supervise includes but not limited to: Instructing on work sequences, procedures, methods, and deadlines, and assures that work assignments are carried out by other members of the team. Skills in directing work to a team of at least three other individuals in a project, which may include skills other than structural. Knowledge of construction and construction materials relevant to structures, ranging from rough work and layout to final finish and acceptance.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: Position requires manual dexterity, good physical condition and stamina. Incumbent should be able to lift or move objects weighing up to 50 pounds. Work requires standing on hard surfaces for long periods of time, walking, bending, stooping, crawling, and climbing ladders.

Working Conditions: Work is performed indoors and outdoors, in areas where it is usually dirty, dusty and greasy; outside in bad weather; and in areas where it is hot and noisy. Adequate safety procedures, training and personal protective equipment are provided to make the work environment as safe as possible. Occasionally work may be performed in service tunnels and under buildings where incumbent may be exposed to asbestos dust in the dirt or from old insulation.

Responsibilities:

Major Duties:

Planning
Allocate resources and distribute work assignments to the section are completed in a timely manner and meets accepted trade standards for the nature of the work performed. Assigns and explains work requirements and operating instructions to subordinates and sets deadlines and sequence of work operations as needed for complex construction projects and locksmith work including periodically rekeying the entire facility to maintain security.
Determine resource requirements, materials, and workforce required including skill basis for short-term and long-term work schedules.

Obtains prior approval of changes that would modify or deviate overall work schedules or impact work operations controlled by other supervisors not under their control.

Provide information and advice to higher level supervisors, management, and staff on feasibility of work assignments as scheduled, budget estimates, and workload data to assist in developing or reviewing proposed short and long-range schedules and work assignments, and participate with the Chief of FMS. Chief of Projects and the Assistant Chief in planning meetings and workshops.

Informs management when problems or circumstances arise that prevent or make difficult the completion of work assigned to the section especially related to Joint Commission related elements of performance related to equipment and locksmith security and environment of care (construction and modification work and infection control). While planning work, complete Infection Control Risk Assessments for in-house maintenance work in the shop areas under this position.

Work Direction
Incumbent is responsible for an active knowledge level for each of the shops under the direction of this position to effectively oversee, and review quality control in all the shops within this scope of this position including multiple types of equipment and installation, projects, troubleshooting for medical and non-medical modalities.

Reviews project progress, reviews subordinate's work to determine that the proper procedures are being followed and that instructions provided in the form of blueprints, schematics, rough sketches, written specifications, etc. are being followed and the work is accomplished accordingly.

Insures all subordinates thoroughly understand the requirements of their job and receive necessary counseling and training in areas where they are deficient and they receive compliments and/or rewards when their work is of high quality, shows improvement or they come up with an innovative idea for improving the work of their section or the operation of the VA SORCC.

Maintains balanced workloads by shifting assignments and other resources under their control to achieve the most effective work operations.

Periodically inspects equipment and facilities scheduled for preventative maintenance to insure this work is being done properly and are per Joint Commission, code, Federal Drug Administration (FDA) and other standards for patient and user standards of care.

Researches and selects tools, supplies and equipment for the various shops and completes written procurement requests with all the necessary approvals including approvals from other services in the medical arena.

Insures all materials, tools, and equipment are treated properly when in use and when put into storage. In addition, periodically inspects equipment belonging to the section that it is safe and arranges for necessary repairs and/or replacement.

By both personal example and instruction, insures subordinates use safe procedures when performing their duties; that all tools and equipment are operated in a safe manner; that all materials are handled in such a way as to avoid unnecessary hazards and that the personal protective equipment provided is used.

Administration
Insures all assigned paperwork is completed in a timely and accurate manner.

Insures subordinates effectively carry out policies to achieve management objectives.

Schedules leave or subordinates, review personnel actions and performance appraisals initiated by them, and act on personnel problems and maintains administrative records. Insures time and attendance records are maintained daily and necessary documentation is attached at the time of submittal.

Lead personnel within the shop areas where oversee and insures all equipment and supply orders are completed per procurement practices and in conjunction with end user input where necessary. All procurement items must be fully justified and completely described.

Insures records of materials and supplies attributed to specific projects are maintained and submitted with each completed work order.

Knowledge of computer science as the incumbent works regularly on the computer using excel, word, outlook, and the internet.
