Contract Buy Out Program: This position may be eligible for the Physician/Provider Contract Buy Out Program (CBOP), this authorizes VHA to buy out service contracts (Locum agreements, loan repayments, sign-on bonus contracts, Physician-owned practices) in exchange for employment at certain rural/highly rural facilities for a period of obligated service (min 4 yrs). Qualifications:

To qualify for this position, you must meet the basic requirements as well as any additional requirements (if applicable) listed in the job announcement. Applicants pending the completion of training or license requirements may be referred and tentatively selected but may not be hired until all requirements are met. Currently employed physician(s) in VA who met the requirements for appointment under the previous qualification standard at the time of their initial appointment are deemed to have met the basic requirements of the occupation.

Basic Requirements:
  • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • Degree of doctor of medicine or an equivalent degree resulting from a course of education in medicine or osteopathic medicine. The degree must have been obtained from one of the schools approved by the Department of Veterans Affairs for the year in which the course of study was completed.
  • Current, full and unrestricted license to practice medicine or surgery in a State, Territory, or Commonwealth of the United States, or in the District of Columbia.
  • Residency Training: Physicians must have completed residency training, approved by the Secretary of Veterans Affairs in an accredited core specialty training program leading to eligibility for board certification. (NOTE: VA physicians involved in academic training programs may be required to be board certified for faculty status.) Approved residencies are: (1) Those approved by the Accreditation Council for Graduate Medical Education (ACGME), b) OR
    [(2) Those approved by the American Osteopathic Association (AOA),OR
    (3) Other residencies (non-US residency training programs followed by a minimum of five years of verified practice in the United States), which the local Medical Staff Executive Committee deems to have provided the applicant with appropriate professional training and believes has exposed the physician to an appropriate range of patient care experiences.
    Residents currently enrolled in ACGME/AOA accredited residency training programs and who would otherwise meet the basic requirements for appointment are eligible to be appointed as "Physician Resident Providers" (PRPs). PRPs must be fully licensed physicians (i.e., not a training license) and may only be appointed on an intermittent or fee-basis. PRPs are not considered independent practitioners and will not be privileged; rather, they are to have a "scope of practice" that allows them to perform certain restricted duties under supervision. Additionally, surgery residents in gap years may also be appointed as PRPs.
  • Proficiency in spoken and written English.
Additional Requirement:
  • Has supervised in a government position (at least 3 years)
  • 10 years experience as a Physician

Physical Requirements: Moderate lifting (15-44 pounds); Light carrying, under 15 pounds; Straight pulling (0.5 hours); Reaching above shoulder; Use of fingers; Both hands required: Walking (4 hours); Standing (5 hours); Repeated bending (1 hours); Both legs required); Near vision correctable at 13" to 16" to Jaeger 1 to 4; Far vision correctable in one eye to 20/20 and to 20/40 in the other; Both eyes required; Depth perception; Ability to distinguish basic colors; Ability to distinguish shades of colors; Hearing (aid may be permitted); Emotional/mental stability under stress; Typing/Computer work (6 hrs); Basic life support skills (Chest Compressions).

The Associate Chief of Staff (ACOS), Primary Care is responsible for clinical, managerial, and administrative functions within the Primary Care Service and reports directly to the Chief of Staff of the Roseburg VA Health Care System. Broad clinical and administrative expertise is required in order to coordinate Veteran care in collaboration with the other Medical Center Clinical Service Chiefs, other VA and Non-VA medical centers, VA Integrated Service Networks (VISN) and VA Central Office (VACO) staff and other stakeholders.

Clinical Responsibilities-25%
  • Provide Direct Patient Care-10%
  • Diagnose and treat medical disorders using the most appropriate techniques in providing quality care
  • Other duties assigned as outlined in the functional statement
  • Be responsible for timely completion of all clinical charting and documentation required by the Medical Center as appropriate and outcome data as appropriate
Advise/Consultation
  • Provide supervision, as appropriate, of trainees conducting direct clinical care
  • Consult with medical center staff on a wide variety of patient care issues
  • Remain involved in program evaluation
  • Abide my Medical Staff By-Laws
Administrative Responsibilities (but not limited to) 75%:
  • The ACOS manages the Primary Care Service Line
  • This includes but is not limited to supervising a variety of positions including administrative positions, physicians, physician assistants, nurse practitioners, therapists, technicians & other clinical staff as assigned by the Chief of Staff
  • Coordination of Primary Care services response in the event of critical occurrences of violence at the facility, disasters, and/or mass casualty occurrences
  • Managements of Human Resource aspects of Primary Care relations, performance appraisals, and professional boarding procedures for various disciplines.
  • Primary responsibility for all aspects of administration both within the Primary Care service and in the relationship of the Primary Care service to the Medical Center at large.
  • Monitoring and reporting to facility and VISN leadership regarding status of RVAHCS Quality Measures, with implementation of needed action plans regarding QM assigned to Primary Care and cooperative efforts to ensure the success of QM assigned to other facility services. Provide oversight for any needed corrective actions.
Work Schedule: Monday - Friday 8:00am to 4:40pm (PST)
Travel: up to 50% (between Roseburg, OR and Eugene, OR VA facilities)
