The Assistant Director of Mental Health Community Based Outpatient Clinic (CBOC) Operations has administrative supervisory oversight of Psychiatrists, Nurse Practitioners, and Physician Assistants in the Primary Care - Mental Health Integration (PCMHI) Team .

A Recruitment/Relocation Incentive may be authorized to highly qualified candidates.

Qualifications:

Basic Requirements:
  • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • Education: Degree of Doctor of Medicine or an equivalent degree resulting from a course of education in allopathic medicine or osteopathic medicine. The degree must have been obtained from an institution whose accreditation was in place for the year in which the course of study was completed.
  • Licensure and Registration: Current, full and unrestricted license to practice medicine or surgery in a State, Territory, or Commonwealth of the United States, or in the District of Columbia.
  • Residency Training: Physicians must have completed residency training, approved by the Secretary of Veterans Affairs in an accredited core specialty training program leading to eligibility for board certification. (NOTE: VA physicians involved in academic training programs may be required to be board certified for faculty status.) Approved residencies are:
    1. Those approved by the Accreditation Council for Graduate Medical Education (ACGME), b) OR
    2. Those approved by the American Osteopathic Association (AOA),OR
    3. Other residencies (non-US residency training programs followed by a minimum of five years of verified practice in the United States), which the local Medical Staff Executive Committee deems to have provided the applicant with appropriate professional training and believes has exposed the physician to an appropriate range of patient care experiences. Residents currently enrolled in ACGME/AOA accredited residency training programs and who would otherwise meet the basic requirements for appointment are eligible to be appointed as "Physician Resident Providers" (PRPs). PRPs must be fully licensed physicians (i.e., not a training license) and may only be appointed on an intermittent or fee-basis. PRPs are not considered independent practitioners and will not be privileged; rather, they are to have a "scope of practice" that allows them to perform certain restricted duties under supervision. Additionally, surgery residents in gap years may also be appointed as PRPs.

  • English Language Proficiency. Physicians appointed to direct patient-care positions must be proficient in spoken and written English as required by 38 U.S.C. § 7402(d) and 7407(d).
Preferred Experience:
  • ABPN Board Certified or Board Eligible or anticipated eligibility
  • Buprenorphine treatment experience
  • Management of large scale mental health programing across multiple sites
  • 5 years experience working in Veterans Health Administration
  • 5 years management experience in a mental health setting

Responsibilities:

As the VA North Texas Health Care System (VANTHCS) Assistant Director of Mental Health CBOC Operations, the incumbent will be assigned to the Mental Health Service and will work under the direct supervision of the Director of Mental Health CBOC Operations. The incumbent will assist with ensuring clinical and administrative functions are integrated to provide optimal utilization of available resources as well as provide oversight for the staff and operations of Mental Health services offered in all VA North Texas CBOC locations.

The incumbent has a substantial role in the management and leadership of the Mental Health Service PCMHI Team and as a member of the Mental Health Executive Leadership Group (MH ELG). The MH ELG is composed of executive members who collectively determine the overall operational and functional goals and policies for the Mental Health Service. ELG is led by the Associate Chief of Staff (ACOS) for Mental Health and members include: the Deputy ACOS, the Administrative Officers, the Director of the Comprehensive Homeless Center Programs, the MH Director of CBOC Operations and the discipline Chiefs for Psychology, Psychiatry, Social Work, and Nursing in Mental Health.

The incumbent, together with the Director of Mental Health CBOC Operation, is responsible for inspiring, motivating, and guiding VANTHCS MH multidisciplinary teams in achieving the goals of the service. The incumbent collaborates with other supervisors in the Mental Health Service Line as well as non-Mental Health managers (e.g., Chief Medical Officers, Service Chiefs and program managers) in fulfilling their responsibilities.
A substantial portion of the workload directed by the Assistant Director of Mental Health CBOC Operations will be carried out at one or more locations that are physically removed from the Dallas VA Medical Center under conditions that make day-to-day supervision difficult to administer. Occasional travel will be required to the following CBOC locations: Dallas Medical Center, Denton CBOC, Fort Worth Outpatient Clinic, Granbury CBOC, Greenville CBOC, Grand Prairie CBOC, Aledo Parker County VA clinic, Plano Outpatient Clinic, Sherman CBOC, Tyler Outpatient Clinic, Sam Rayburn Memorial Veterans Center, and Garland VA Outpatient Clinic.

Duties include but are not limited to assisting the Director of MH CBOC Operations with:
  • Overseeing activation, development, operation, and administration of Mental Health Service programs at all CBOC locations as well as the PMCHI program.
  • Directing staffing, work assignments, services provided, program criteria, day-to-day program operations, and all reporting requirements of the Mental Health Service programs at all CBOC locations as well as the PMCHI program.
  • Maintaining current knowledge of relevant standards and regulations to ensure compliance with Joint Commission and regulating agencies.
  • Completing regular analysis and evaluation of program and performance data to identify trends and needs to enhance the quality of services for the Mental Health Service programs at all CBOC locations as well as the PMCHI program.
  • Resolving staff and Veteran complaints and grievances; providing advice and counsel to staff related to work, and administrative matters; effecting disciplinary measures as appropriate to the authority delegated in assigned teams, programs and units.
In conjunction with the Clinical Director of the PCMHI Mental Health Team, the incumbent:
  • Will serve as a collaborative member of a multidisciplinary mental health team, assist in providing oversight for psychiatric clinical operations, and provide clinical supervision for Psychiatrists, Nurse Practitioners, and Physician Assistants within the PCMHI program.
  • Must be skilled in general outpatient psychiatry, including diagnostic evaluations, pharmacotherapy, and psychotherapy. He/she should be competent in the management of individuals with a broad range of clinical problems including but not limited to post-traumatic stress disorder, mood, anxiety, and psychotic disorders, substance use disorders, and psychiatric disorders in the elderly Veteran population.
  • Coordinates interdisciplinary staffing, work assignments, and resource allocation within PCMHI.
  • Plans, organizes, and directs administrative, operational, patient and personnel activities for the PCMHI team.
  • Consults with primary care physicians, educates Veterans, and mental health staff about behavioral health issues.
  • Collaborates directly with the leadership of the Ambulatory Care Service to achieve the goals of the PCMHI program.
  • Ensures psychiatrist professional practice standards of care are met, conducts peer reviews.
Work Schedule: Monday - Friday (8:00 a.m. - 4:30 p.m.)
